On behalf of the Department of Health of Lao Cai province, there were Associate Professor, Doctor Hoang Quoc Huong - Director of the Department of Health, members of the Department's Board of Directors, leaders of General Hospital No. 1, the Center for Disease Control and functional departments under the Department.

Learning, exchanging and sharing experiences in health care is an activity under the Cooperation Agreement between the People's Committee of Yen Bai province (now Lao Cai province, Vietnam) and the Government of Vientiane province (Laos). It is known that from 2010 to now, there have been 04 working delegations of the Department of Health of Vientiane province and 03 delegations of the Department of Health of Yen Bai/Lao Cai province visiting and exchanging experiences in the fields of medical examination and treatment, disease prevention, reproductive health care, family planning, and health system management. In 2018, the Department of Health of Lao Cai province organized a working delegation to provide free medical examination and treatment in Na Muong commune, Vang Vieng district, Vientiane province, serving about 450 people. In particular, during the COVID-19 epidemic, the Department of Health of Lao Cai province supported equipment and chemicals for epidemic prevention, helping the province improve its capacity to respond to epidemics...

During this working trip, the delegation of leaders and health officials of Vientiane province aims to learn and improve techniques and experience in monitoring and responding to vaccine-preventable epidemics, how to respond to medical emergencies; experiences in converting and operating financially autonomous hospitals for the delegation of officials of the Department of Health of Vientiane province. On the side of Lao Cai health sector, they also hope to learn practical experiences in disease control from the neighboring province in the spirit of cooperation and friendship between the Socialist Republic of Vietnam and Lao PDR.
On behalf of the working delegation, MSc. Van Pheng Phanthanala presented a souvenir to the Department of Health of Lao Cai province.
Speaking at the conference, Mr. Hoang Quoc Huong - Director of Lao Cai Provincial Department of Health emphasized: “Over the past years, the health sector of the two provinces has maintained a close cooperative relationship, with many professional exchange activities and practical support in public health care. The cooperation results between the health sector of the two provinces in recent times are vivid evidence of the special friendship and solidarity between Vietnam and Laos. This is an important foundation for the health sector of the two provinces to continue to effectively implement cooperation activities in the new period, contributing to improving the quality of public health care.”
MSc. Van Pheng Phanthanala – Director of the Department of Health of Vientiane thanked the Lao Cai Department of Health for their thoughtful and respectful welcome, and affirmed that this was a valuable opportunity to learn from experience in disease surveillance and hospital management, in order to improve the quality of health care for the people of Vientiane province. At the same time, he also pledged to continue promoting extensive and substantive cooperation for the health of the people of the two provinces and the strong friendship between the two countries.

On the same day, the delegation visited and exchanged experiences at Lao Cai General Hospital No. 1. Here, the hospital leaders introduced the process of converting and operating the financially autonomous hospital model, shared experiences in resource management, improving the quality of medical examination and treatment, and applying information technology in patient management and care. The delegation of the Vientiane Department of Health discussed, asked many practical questions, and highly appreciated the results that the hospital had achieved, considering this a useful experience to apply at medical facilities in the province.
The 2025 friendly cooperation activity is a new step in the development of the cooperative relationship between the health sectors of the two provinces, contributing to improving the quality of health care for the people, building the Vietnam - Laos cooperative relationship to become increasingly deeper, more effective and sustainable.
