The power system in Hoang Dong ward (Duy Tien town) is currently experiencing some problems that significantly affect the power supply to the people; typically, the transformer stations in the ward are located in unreasonable locations, making operation difficult. If these problems are not resolved, they will affect traffic, urban aesthetics and cause insecurity for people when the projects are put into use.
Bach Xa residential group has about 2,200 people. In the area, there are currently 4 substations serving the people's daily life and production electricity. In which, Hoang Dong substation No. 9 was previously invested when the 7% Bach Xa service land had not yet been formed and because the station was located next to the ditch, the design of the station's operating chair facing inward was suitable for reality. After the service land was formed, the station's location was the sidewalk, so the operating chair facing the road was not suitable. Faced with these shortcomings, at the request of the people, recently, Ha Nam Electricity Company rotated the operating chair, transformer and all the substation equipment towards the ditch to ensure traffic safety and urban beautification.
Along with that, also in this residential group, Hoang Dong Substation No. 6 was built and operated since 2006 and at the time of station installation, the infrastructure of Dong Van III Industrial Park (IP) had not yet been built. Up to now, the routes put into use have arisen because the substation is located at the intersection between the 68m road and traffic routes in the residential area. Although at this time the location of the station was approved by the locality and the construction site was handed over on the land fund managed by the People's Committee near the traffic route. But after adjusting the planning of the project to build a traffic route connecting from National Highway 38 to Nam Cao University (68m road) and building a connecting road for people at the intersection with the 68m road, the location of the station is no longer suitable for the newly built traffic route.
Ms. Do Thi Thu, who lives near the substation, said: This is an important arterial road leading to Bach Xa residential group, connecting National Highway 1A with Dong Van III Industrial Park, so traffic density always increases at all times. Especially in the early morning and rush hour, a large number of workers pass through the intersection, so collisions often occur because the substation is located in the middle of the road, blocking visibility from all directions. In recent years, people have repeatedly requested the authorities to move the substation to a new location to ensure smooth and safe traffic, but this has not been done yet.
Based on the minutes of the meeting on May 26, 2023 between the Provincial Industrial Parks Management Board with relevant agencies and the People's Committee of Hoang Dong Ward, it was agreed to move Hoang Dong Substation No. 6 to a new location soon. Accordingly, the Provincial Industrial Parks Management Board will undertake all costs for moving the substation. It is known that the Provincial Industrial Parks Management Board is currently coordinating with the electricity sector to complete the procedures for moving the substation to a new location to ensure traffic safety and urban aesthetics, meeting the people's requirements.
Also in the ward, there are currently 2 7% service land areas related to the management and use of electricity for households. Mr. Do Van Tan, Chairman of the Ward People's Committee, said: The 7% Hoang Ly service land area has an area of 8,851m2 with 89 lots. Up to now, more than 20 households have built houses but have not installed electricity here. All households have to pull electricity from the residential area to use with a length of 200 - 300m, which is very costly and potentially unsafe. Meanwhile, in the 7% Bach Xa service land area with an area of 20,595m2, households in this land area have bid for their own positions to create funds to build traffic infrastructure and electricity works for more than 1.4 billion VND. The entire electricity works have been fully invested, but many times the locality has proposed to hand them over to the electricity sector for management to facilitate repair, maintenance and repair, but they have not yet been approved. The reason is that the project has not been finalized, making it difficult to hand over the power project.
Urgently move the power project, pay attention to investing in installing substations at the 7% Bach Xa service land area and remove the existing problems at the 7% Hoang Ly service land area to hand over the project to the electricity industry for management, contributing to meeting the demand for electricity, ensuring electrical safety, traffic safety and urban beautification in Hoang Dong ward.
