Many outstanding achievements
The discussion affirmed that in the 2020 - 2025 term, implementing the Resolution of the 19th Provincial Party Congress, the average growth rate of added value of the agriculture, forestry and fishery sector reached 4.55%. Notably, the whole province has 32,281 hectares of high-tech agricultural area, accounting for 9.8% of the agricultural production area, with an average production value 2 - 3 times higher than that of mass agriculture.
Nghia Dan area alone has previously achieved a growth rate of 6.39%; the area of high-tech agriculture has increased from 4,618 hectares (2022) to 6,586 hectares (2024), accounting for 12.91% of the total agricultural land area. These are telling numbers, reflecting a strong change in thinking and methods of organizing agricultural production, from small-scale to concentrated cultivation, associated with the application of science and technology .
The above results were achieved thanks to the strong leadership and direction of the Provincial Party Committee, the Provincial People's Committee, the participation of the entire political system, businesses and farmers. In particular, Nghia Dan area has promoted the advantage of 10,000 hectares of fertile red basalt land, the Hieu River system, dams and reservoirs ensuring water sources, combined with convenient traffic infrastructure, has become a dynamic economic region, the "nucleus" in the development of high-tech agriculture of Nghe An.
Typical are the major projects of TH Group, such as: Dairy cow farming and processing of TH fresh milk; production and supply of international clean vegetables and fruits; animal feed factory; MDF wood factory; Nui Tien purified water and fruit juice factory...; contributing to the formation of a large-scale high-tech agricultural ecosystem.
Difficulties and challenges
Besides the achievements, comrade Pham Chi Kien also pointed out many difficulties and challenges in agricultural production. That is, land use planning is still overlapping; land accumulation for large-scale commodity production is not synchronous; the connection between the "4 houses": State, scientists, enterprises, farmers is not really tight and sustainable; technical infrastructure and technology are still limited.
On the other hand, there is a shortage of high-quality human resources for high-tech agriculture; many workers are not equipped with digital skills, and it is difficult to access and master advanced technology in the agricultural sector. The consumer market and support services for high-tech agriculture have not yet developed strongly; the value chain is not yet sustainable, and agricultural product brands have not yet created great competitiveness. These are the "bottlenecks" that need to be removed to develop Nghe An agriculture in a modern, effective and sustainable direction.
Orientation and key solutions
To aim at the goal of building Nghia Dan into the core of the Ho Chi Minh Road economic corridor, creating large, high-value products, contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress, comrade Pham Chi Kien proposed 5 key groups of solutions:
Firstly , in terms of policy mechanisms, the province needs to continue to improve planning and build regional linkage programs, promote large-scale land accumulation and concentration policies; support infrastructure and investment environment. In particular, it is necessary to promote attracting and supporting businesses, organizations and individuals to invest in developing agricultural production in the direction of concentrated specialization, high-tech application, clean agriculture, modern organic agriculture, high efficiency and sustainability.
Second, focus on selecting a number of key products and fields with advantages: Identify criteria for high-tech agricultural production zones and areas for key agricultural and forestry products with advantages, suitable to natural conditions such as: Fruit trees, industrial crops, processed raw material crops, etc. Build a value chain and brand of clean agricultural products in Nghia Dan to increase value and expand the market. Build a high-tech agricultural urban area associated with tourism development and ecological resorts. Develop processing industry and supporting industry to serve high-tech agricultural production.
Third, on the application of science and technology: Focus on promoting the application of biotechnology, precision technology, advanced farming and processing processes. Encourage smart technology such as IoT, AI, Drones, etc. to manage crops, save resources, and reduce emissions. Build an agricultural database (weather, land, market), apply a traceability system, develop product brands and trademarks that meet international standards.
Fourth, on human resource development: Focus on training high-quality human resources associated with implementing a new management model, a vocational training model based on a 3-party linkage: State - Enterprise (TH Group is the core) - research institute/university to train on demand, ensuring that graduates can work immediately. Attract experts, scientists, encourage training of young cadres, excellent students at home and abroad to master technology. In addition, strengthen training, short-term training for farmers, incubate start-up businesses in the field of high-tech agriculture.
Fifth, develop the market and support services: Build favorable mechanisms and policies to attract businesses to high-tech agriculture; take advantage of central capital, ODA, and PPP to invest in infrastructure. Promote the pioneering role of TH Group in leading the value chain, promoting green, clean, and organic circular agriculture. Strongly develop support services for consumption, processing, and trade promotion of agricultural products.
With the spirit of “Solidarity - Democracy - Discipline - Breakthrough - Development” of the Congress, comrade Pham Chi Kien pledged: Nghia Dan will accompany the whole province to successfully implement the Resolution of the 20th Provincial Party Congress, making high-tech agriculture a “pillar” of development, enriching the homeland. The success in this orientation not only affirms the strategic vision of the province, but also makes an important contribution to the sustainable development of the country in the new period.
