Regarding this phenomenon, Mr. Tran Van Tien, Deputy Director of the Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture of Hanoi City, affirmed that To Lich River is not polluted again. The reason why the river water has dried up and turned black is because since September 4, the functional unit has temporarily stopped diverting water from West Lake to To Lich River to prioritize drainage during the rainy season. In some sections of the river, the construction area has temporarily diverted water, making the river water blacker. This is a local, short-term phenomenon, not reflecting the general condition of the entire river.
Along the To Lich River, there are more than 300 wastewater discharge gates, most of which discharge directly into the river with a daily flow of about 150,000m3 of untreated domestic wastewater. The construction unit has restored the site at 63 discharge gates and collected all 245 remaining discharge gates since August 15, ensuring that wastewater is brought to the Yen Xa Wastewater Treatment Plant.
Currently, this factory has increased its capacity, processing about 200,000m3 /day and night, ensuring the treatment of all wastewater along the To Lich River. It is expected that before September 10, water will be brought from West Lake to the river, and before September 20, the treated water source from Yen Xa Factory will be added.
Previously, Hanoi City's implementation of water diversion from West Lake to To Lich River has significantly improved water quality, the water turned green, and the foul smell almost disappeared.
