Regarding this issue, TN&MT Newspaper reporter had an interview with Mr. Nguyen Ngoc Thieu - Chairman of Bac Son District People's Committee.

PV: In recent years, how has the leadership and direction of the implementation of resource management and environmental protection tasks in the district been carried out, sir?

Mr. Nguyen Ngoc Thieu:

Identifying natural resource management and environmental protection as one of the key tasks, every year, the District People's Committee has developed plans, directed specialized agencies and functional branches to coordinate with the People's Committees of communes and towns to strengthen state management of natural resources and environment; propagate, educate , and improve understanding of legal policies; regularly inspect and supervise the implementation of policies and laws on natural resources and environment to detect, prevent, and promptly handle violations.

Guide the People's Committees of communes to develop conventions and village covenants in villages associated with environmental protection; include environmental criteria in the hard criteria for evaluating and classifying cultural families at the end of the year. Organize the signing of commitments by households and production and business establishments to implement environmental protection in communes that have reached the new rural (NTM), advanced NTM, and model communes and continue to propagate in the remaining communes to sign commitments on environmental protection.

Thanks to that, from 2022 up to now, the state management of natural resources and environment has achieved important results, contributing positively to the implementation of socio-economic development tasks and goals, gradually solving problems in the state management process at the local level.

Reporter: Could you provide more specific information on the results of natural resource and environmental management work from 2022 to present in the district? How has it contributed to the local socio-economic development?

Mr. Nguyen Ngoc Thieu:

In recent times, the work of land registration, issuance of land use right certificates, and land allocation in the district has been promoted, ensuring land management and use in accordance with regulations. The district has publicly announced the Adjustment of land use planning to 2030 and the 2023 land use plan for the district after being approved by the Provincial People's Committee. Strengthening the management of water and mineral resources, gradually overcoming violations of mineral exploitation and illegal drilling and exploitation of underground water.

From 2022 to present, the District People's Committee has issued 7 environmental licenses to production and business establishments; 11/17 communes have met environmental criteria in building new rural areas; 3 communes have met environmental criteria in building advanced new rural areas; 1 commune has met environmental criteria in building model new rural areas. Currently, Bac Son has socialized the collection and treatment of domestic waste in rural areas in 8/17 communes.

Strengthen inspection and urge production and business establishments to implement environmental protection commitments, promptly prevent pollution risks, raise people's awareness in protecting a green, clean and beautiful environment. The process of implementing investment projects and constructing project works in the district is always associated with environmental protection work. Aiming to successfully implement sustainable socio-economic development goals.

PV: According to you, what difficulties and challenges are there in the implementation of TM&MT management in the district?

Mr. Nguyen Ngoc Thieu:

In addition to the achieved results, the state management of natural resources and environment in the district still has some problems that have not been completely resolved. The compliance with land laws by some organizations and individuals is still limited, some land-using organizations have not voluntarily and compulsorily registered the land under their management and use.

The rate of granting land use right certificates compared to the types of land that need to be granted is not high; the settlement of administrative procedures related to land is often delayed or has been resolved but the results have not been scanned for reuse.

The treatment of hazardous waste (used pesticide packaging) is not timely and effective. The collection and treatment of waste is only carried out in the town area with funding from the state budget, waste in rural areas is mainly treated by people at their households.

The socialized waste collection activity has only been implemented in 8/17 communes, but the budget collected from socialization has not met the requirements compared to the actual investment of service providers...

Reporter: Continuing to improve the effectiveness of resource management and environmental protection, aiming for green and sustainable development, what key tasks has Bac Son district been implementing in the coming period, sir?

Mr. Nguyen Ngoc Thieu:

In the coming time, the District People's Committee will continue to direct specialized agencies, relevant agencies, and People's Committees at the commune and town levels to effectively implement Resolution No. 35-NQ/HU dated December 19, 2019 of the District Party Committee Standing Committee on strengthening environmental sanitation in the district. Continue to promote the dissemination of laws on natural resources and environment, and maintain the organization of campaigns to respond to environmental holidays.

Speed up the progress of surveying and correcting maps, establishing cadastral records, issuing land use right certificates and building a cadastral database for Bac Son town. Urge, inspect and supervise state management of land at the grassroots level; inspect the management and use of land by land users; mineral exploitation and processing activities; management and use of water resources, drilling and underground water exploitation activities and environmental protection in the district.

At the same time, strengthen inspection and grant of environmental licenses to organizations and individuals engaged in production and business activities. Strengthen coordination with the People's Committees of communes to review and guide organizations and individuals in implementing environmental criteria in building new rural areas, especially for selected communes meeting new rural standards of the district and province. Promote urban environmental protection, socialization of waste collection and treatment in rural areas, etc.
