VHO - On the morning of September 15, at the Vietnam Exhibition Center (Dong Anh commune, Hanoi), a national workshop took place: "Unlimited power and unpredictable challenges of artificial intelligence (AI): Impact and policy responses".

The workshop was organized by the Ho Chi Minh National Academy of Politics in coordination with the Ministry of Public Security , the Ministry of National Defense, the Central Theoretical Council and the Ministry of Science and Technology.

The workshop was chaired by Prof. Dr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; General Luong Tam Quang, Minister of Public Security; Minister of Science and Technology Nguyen Manh Hung; Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense .

The workshop was attended by nearly 400 delegates, including: Representatives of Party and State leaders, the Board of Directors of the Ho Chi Minh National Academy of Politics, the Central Party Office, and representatives of departments, ministries, branches, associations, universities, research institutes, enterprises; scientists...

We are living in an era where artificial intelligence (AI) has become an important part of economic and social life. From virtual assistants to advanced data analysis systems. AI is present in every field, from healthcare, education, manufacturing, to finance, commerce and many other industries.

AI is gradually reshaping social structures, economic models, governance, and even cultural value systems. AI is gradually asserting its role as a new productive force in the digital age – fundamentally changing the way of working, the economic structure, and the nature of the production process in modern society; becoming one of the strongest growth drivers of the era.

The limitless power and potential of AI is opening up unprecedented opportunities for human development, but at the same time it also poses new challenges, requiring timely and effective responses from governments, organizations and the international community.

Overview of the Workshop

In his opening speech at the workshop, Prof. Dr. Nguyen Xuan Thang emphasized that the workshop is extremely important in the context of Vietnam promoting the application of artificial intelligence in socio-economic development, ensuring national defense and security, and implementing breakthrough solutions in the spirit of Resolution 57-NQ/TW.

“This is an opportunity for scientists, experts, and leaders of state agencies to analyze together the enormous impacts, both unprecedented opportunities and unpredictable potential risks when applying AI; identify appropriate and timely policy responses so that Vietnam can master AI technology, build a Vietnamese AI model in the Vietnamese language, towards building a sustainable AI development environment, for the benefit of the nation, community and society” – Prof. Dr. Nguyen Xuan Thang commented.

Referring to the two-sided nature of AI as well as affirming that humans are the decisive factor, Professor Dr. Nguyen Xuan Thang said: AI cannot develop sustainably without responsibility, ethics and a clear humanistic orientation. Technology is the tool, humans are the goal, the decisive factor; because even if it possesses “unlimited” power as many people believe, AI is still a product created by humans.

The workshop focused on three main groups of issues:

Firstly, clarifying basic theoretical issues about AI in the digital age; analyzing the nature, characteristics and development trends of AI, and pointing out its far-reaching impacts on the economy, education, healthcare, culture, sustainable development, governance, national defense, security, etc.; thereby affirming the strategic role of AI as a new productive force with outstanding productivity, capable of creating breakthroughs in all areas of economic and social life.

Second, comprehensively assess the potential impacts and risks of AI, focusing on issues such as impacts on labor, employment, social security and human life, risks of inequality, ethical values, data leakage, privacy violations; challenges to cybersecurity, national security and defense... in the context that the current legal system and ethical regulations have not kept up with the explosive speed of AI, making it very difficult to determine responsibility and control.

At the same time, assess new issues arising in production relations such as: ownership, management and distribution of means of production and social wealth when AI and industries using AI technology are directly involved in production activities. Through multidimensional analysis, contribute to early identification of risks, forecast complex scenarios and provide appropriate warning and control mechanisms.

AI is an issue of concern to today's industries.

Third, analyze the new context affecting AI development, and propose policies, governance mechanisms and orientations for AI development, especially suggesting strategic orientations for Vietnam to develop AI in the direction of technological autonomy, promote innovation, enhance global competitiveness, and at the same time build a humane, safe, humane and sustainable AI ecosystem.

The workshop had two discussion sessions with the topics "Power, risks and control" and "National AI development strategy: From vision to action" with the participation of experts and managers.
