At the press conference announcing the event "Vietnam Card Day 2025" organized by Tien Phong Newspaper in collaboration with Napas, Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam (SBV) - said that most service providers have strictly complied with regulations on fraud prevention and warning in the payment sector.

The State Bank also requires organizations to review and send lists of cards and accounts suspected of fraud. For example, in the case of an individual opening multiple accounts and having unusual transactions; or an account generating too many transactions per day, far exceeding the financial capacity of the account holder.

Mr. Tuan said that from this list, the State Bank recorded about 600,000 suspicious accounts. In the first 9 months of the year, banks sent warnings to 300,000 customers about stopping transactions, involving an amount of about 1,500 billion VND.

“With the new tool, if there is a warning, customers will consider whether to transfer money or not,” said Mr. Tuan.

The Director of the Payment Department also pointed out that after personal accounts were tightly controlled, many subjects switched to taking advantage of organizational accounts. Therefore, the State Bank is amending relevant regulations to ensure security, safety, and prevent fraudulent acts.

With the theme "One touch - Ten thousand beliefs", journalist Phung Cong Suong - Editor-in-Chief of Tien Phong newspaper, Head of the Organizing Committee of Vietnam Card Day 2025 said that technology is just a means to serve people; people are still superior to technology thanks to their hearts and emotions.

Therefore, the Organizing Committee hopes that banks and service providers not only bring good technology, but also create positive experiences and good emotions for users.

"The most basic positive emotion is trust. When consumers have faith in the transparency, safety and security of financial information, they will proactively and voluntarily welcome and use the service. On the contrary, if this is not met, any slogan or appeal will only have very limited effectiveness," said Mr. Suong.
