Strengthening the fight against tax losses on agricultural and aquatic products

On the afternoon of September 11, the People's Committee of Dak Lak province held a meeting to discuss the work of preventing tax losses on agricultural products, durian and seafood in the area.

By August 31, 2025, the tax sector had managed 63 seafood trading enterprises, with revenue of VND 4,546 billion, the tax amount paid in 8 months was VND 26.6 billion (equal to 67% compared to the whole year of 2024).

For the agricultural business sector (except durian), 608 enterprises have been managed, with revenue of VND 104,002 billion, the tax amount paid in 8 months is VND 151.6 billion (equal to 89.3% compared to the whole year 2024).

Regarding durian business, 81 enterprises have been managed, with revenue of VND 2,600 billion, the tax payable in 8 months is VND 5.8 billion (equal to 80.6% compared to the whole year 2024); the total number of business households is 167, the tax payable is VND 1.7 billion (equal to 87% compared to the whole year 2024).

In the process of implementing tax collection for agricultural products and durian, the tax authority still encountered some difficulties and problems such as: according to regulations, branches and units of enterprises outside the province when exporting goods to enterprises can choose one of two ways to use invoices and documents: issuing invoices or internal delivery and transportation vouchers, so when these units came to Dak Lak to purchase durian, they used internal delivery and transportation vouchers to transfer goods to the parent company for sale, without issuing invoices and declaring value added tax, resulting in no tax payable in Dak Lak province.

In addition, on the taxpayer side, some enterprises from outside the province come to Dak Lak province to rent warehouses and purchase durian from people, then transport it to the headquarters for sale but do not establish a business or branch in Dak Lak province, operating for a very short period of time, leading to difficulties for the tax sector in inspection and control...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Thien Van emphasized that Dak Lak province identified the important solution to develop the agricultural sector as improving productivity of agricultural and aquatic products, developing deep processing to improve quality, increase product value and boost exports.

The province promotes linkages along product value chains, develops codes for growing and farming areas; monitors the use of codes for growing areas, especially the inspection and supervision of codes after they are issued.

The locality will facilitate production and trading of agricultural, forestry and fishery products; at the same time, will strictly handle enterprises, organizations and individuals who violate regulations.

The authorities must strictly manage agricultural and aquatic product trading activities in the area, collect the correct and sufficient amount of tax into the state budget; coordinate well in preventing and combating violations of the law such as trade fraud, tax evasion, transporting goods on the road without invoices or documents, using growing area codes, packaging facilities not complying with export regulations, etc.
