Strengthening law enforcement and strictly handling IUU violations

On the afternoon of July 24, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung chaired the meeting to combat IUU fishing in the province.

As of July 15, An Giang province has completed the registration, inspection, and issuance of fishing licenses for the "3 no" fishing vessel group for 2,090/2,090 vessels (achieving 100% of the plan).

Completed identification of fishing vessels, updated data on citizen identification of vessel owners and fully updated data of all fishing vessels to the National Fishing Vessel Database software Vnfishbase.

Control and supervise the unloading of 100% of fishing vessels docking at 2 designated fishing ports in the province; count and supervise the unloading of goods through fishing ports inside and outside the province with a total output of 28,572 tons.

100% of fishing vessels participating in fishing activities are installed with voyage monitoring equipment and fishing vessels operating at sea are monitored and supervised 24/7 through the voyage monitoring system to promptly notify captains and vessel owners when fishing vessels lose connection or when fishing vessels cross maritime boundaries. Therefore, the number of vessels losing connection at sea and crossing maritime boundaries is significantly reduced.

The province has provided 4 support periods for 30,660 fishing vessels with a total amount of more than 5.3 billion VND in subscription fees to maintain VMS signals. The authorities have increased patrolling, control and strictly handled IUU fishing violations.

Speaking at the meeting, Chairman of the Provincial People's Committee Ho Van Mung emphasized the important content that needs to be done in the near future is to prevent fishing vessels from violating foreign waters. At the same time, he requested the Department of Agriculture and Environment to advise the Provincial People's Committee to complete the Provincial IUU Steering Committee, working regulations, develop plans, and assign specific and clear tasks to members of the Steering Committee in the spirit of 6 clear. He requested the Provincial Police to complete the investigation, verification, and handling of fishing vessels violating foreign waters.

The Chairman of the Provincial People's Committee requested to further promote propaganda work, propagate in various forms such as: Opening an IUU column on An Giang Newspaper and Radio - Television, propaganda on social networking sites, visual propaganda through tapes, slogans... The contents focusing on propaganda are violations and the level of handling violations, regulations on combating IUU fishing at fishing ports, fishing wharves, and wharves to raise awareness of fishermen, ship owners and captains, preventing IUU fishing violations.

The Department of Agriculture and Environment continues to do a good job in managing fishing vessels, registering, inspecting, issuing fishing licenses, recording fishing logs, closely monitoring and managing fishing vessel activities through the VMS system; unifying the decentralization of management of fishing vessels with the longest length from 6m to under 12m to the commune level; coordinating with the Department of Science and Technology to promote the application of science and technology to serve the management of fishing vessels.

The provincial Border Guard has strengthened law enforcement, promptly investigated, verified and thoroughly handled fishing vessels violating foreign waters and fishing vessels violating VMS equipment. In particular, resolutely and strictly handled officers if discovered aiding and abetting IUU fishing violations.

Regarding long-term solutions, the Department of Agriculture and Environment continues to advise the Provincial People's Committee on solutions to gradually convert occupations from exploitation to aquaculture, creating stable livelihoods for fishermen...
