Binh Thuan has properly implemented the provisions of the law on land, natural resources and environment, construction, business registration, investment and related administrative procedures, creating favorable conditions for enterprises to access transparent and equal resources according to the market mechanism. Accordingly, the Provincial People's Committee has issued Plan No. 4005/2018, implementing the one-stop, one-stop mechanism in handling administrative procedures, shortening the time for granting construction permits and related procedures and Decision No. 1214/2022 on announcing the list and internal procedures of replaced administrative procedures in the field of real estate business under the jurisdiction of the Department of Construction. In addition, strengthening information, propaganda, dissemination of laws and legal support for enterprises on specialized construction management so that enterprises can comply in the production and business process; reviewing and publicly announcing planning on the unit's electronic information page. The province has focused on promoting the issuance of certificates of land use rights, house ownership rights and other assets attached to land; compensation, site clearance, and creating favorable conditions for businesses and investors to access land for production and business activities. Provincial leaders regularly chair meetings and direct relevant departments, branches and localities to update and supplement the planning and land use plans of industrial clusters; concentrated agricultural, forestry and aquatic product processing zones proposed by departments, branches and localities, serving small and medium enterprises in the province. Regarding the district-level land use planning for the period 2021 - 2030 and vision to 2050, the Provincial People's Committee has approved 10/10 districts, towns and cities. Specialized agencies continue to review and adjust urban planning and construction planning; New rural construction planning, zoning planning, detailed planning of new urban areas... Continue to support businesses in accessing programs and projects in the field of Industry and Trade to expand scale and improve the efficiency of specific business operations: Support innovation of technology and production equipment; build brand promotion, expand markets, mobilize investment resources to develop infrastructure of the Industry and Trade sector in 2022. The OCOP project of one product per commune has been effectively implemented. Up to now, the whole province has 70 OCOP products. Of which, 2 products meet 5-star OCOP standards, 34 products meet 4-star OCOP standards at the provincial level. All 4-star products have the potential to improve and standardize criteria to upgrade quality to 5-star standards (national level) to participate in the international market.

And credit capital
The province has also supported businesses to participate in projects under the National E-commerce Development Program: "Electronic traceability solutions for OCOP products of Binh Thuan, typical rural industries and strengths of Binh Thuan province". Support businesses and production and business establishments to participate in e-commerce platforms of 3 provinces of Binh Thuan, Ninh Thuan and Lam Dong. Organize and effectively implement the Project to improve access to banking services for the economy in the province. Thereby, credit institutions in the area have created conditions for businesses and individuals to access credit capital, meeting capital needs in production and business activities, especially in the private economic sector.

As of the end of June 2023, total mobilized capital reached VND 54,921 billion, an increase of 4.13% compared to the end of 2022, an increase of 78.5% compared to the beginning of 2018; Total outstanding loans in the area reached VND 82,869 billion, an increase of 3.76% compared to the end of 2022, an increase of 114% compared to the beginning of 2018. Of which, outstanding loans to the private economic sector reached VND 81,663 billion (outstanding loans to non-state enterprises reached VND 22,280 billion, outstanding loans to individuals and households reached VND 59,383 billion), accounting for 98.5% of total outstanding loans, an increase of 116% compared to the beginning of 2018. In addition, the province also promoted the propaganda of tax policies to support taxpayers in grasping and orienting business development through implementing measures to cut costs for businesses in fulfilling tax obligations.
