On the morning of October 23, the Executive Committee of the Hanoi Party Committee, term XVII, held its 19th meeting, reviewing many important contents. Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the meeting.

At the 19th Conference, the City Party Executive Committee (17th term) met to discuss and give opinions on: Supplementing and amending the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the 17th term and the Regulations on cadre management, decentralization of cadre management and appointment, introduction of cadres to run for election; giving opinions on the first Draft of the Political Report of the City Party Executive Committee, 17th term, submitted to the 18th City Party Congress; cadre work.

In her closing speech at the Conference, Secretary of the City Party Committee Bui Thi Minh Hoai emphasized a number of major and important issues and summarized the main results achieved by the Conference.

Regarding the amendment and supplementation of the Working Regulations of the 17th City Party Committee and the Regulations on cadre management, decentralization of cadre management and appointment and introduction of candidates, the City Party Committee Executive Committee highly agreed on the proposed contents of the amendment and supplementation of the Working Regulations of the Executive Committee submitted by the Standing Committee of the City Party Committee at the Conference and a number of valuable comments and contributions from delegates.

The Secretary of the City Party Committee emphasized the requirements and proposed contents of the amendments to the Working Regulations to ensure the principle of comprehensive leadership by the Party but without making excuses or replacing the government, complying with the Party's regulations and the State's laws in the spirit of promoting decentralization, reasonable delegation of authority, clearly defining the tasks, powers and authorities of each level; fully updating the regulations in the new documents of the Party and the State for related contents. The proposed contents of the amendments and supplements to the Regulations also focus on adjusting the processes and procedures to ensure substance and efficiency, avoiding waste of time and resources, increasing initiative in handling the city's work, overcoming some shortcomings in implementing the Working Regulations and strengthening the inspection and supervision of the implementation process.

The City Party Executive Committee agreed on the format of the document issuance as the Decision of the City Party Executive Committee amending and supplementing a number of contents of Working Regulation No. 09-QC/TU of the City Party Committee; at the same time amending and supplementing a number of articles and clauses of Regulation No. 12-QD/TU on cadre management, decentralization of cadre management and appointment and introduction of cadres to run for election to ensure consistency and unity between the Regulations and Rules of the City Party Committee.

Assign the City Party Committee's Organizing Committee and the City Party Committee Office to synthesize and absorb as much as possible the comments and suggestions of comrades in the City Party Committee's Executive Committee; complete the document and submit it to the City Party Committee's Standing Committee for consideration and promulgation in October 2024 for unified implementation throughout the Party Committee.

Regarding the first draft of the Political Report to be presented to the 18th City Party Congress , the City Party Secretary said that, based on the lively discussions of the delegates attending the Conference, the City Party Executive Committee highly appreciated the responsibility of the Document Subcommittee and the City Party Standing Committee in preparing the draft Political Report to be presented to this Conference.

According to the City Party Secretary, the Draft Political Report was carefully and seriously prepared, closely following the detailed outline approved by the City Party Executive Committee at the 18th conference and inherited the report construction method of the previous term; basically agreed with the structure and layout of the draft report; agreed on the assessment and evaluation of the results achieved and summarized and summarized the major achievements of the City in the past term, and at the same time proposed to continue updating the results of 2024 and 2025 in the following drafts.

The main goals, targets, tasks, breakthroughs and 05 key solution groups in the 2025-2030 period also closely follow the development orientation of the Capital according to Resolution 15-NQ/TW and Conclusion 80-KL/TW of the Politburo , the Law on the Capital, 02 Planning of the Capital and related documents.

Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh chaired the discussion at the conference.

Delegates also requested the Standing Committee of the City Party Committee and the Document Subcommittee to continue to research, analyze, and deeply evaluate the existing problems and limitations, especially the "bottlenecks" in the development process of the Capital, on that basis, propose breakthrough and feasible solutions to carry out tasks in the coming time.

"In particular, in recent times, General Secretary To Lam has written many articles with the spirit of directing to continue to strongly innovate the Party's leadership and governance methods; on digital transformation, on anti-waste. These new guiding spirits are also being updated and supplemented by the Central Document Subcommittee to the draft documents of the 14th National Party Congress. With its position and role as the Capital, Hanoi must be the leading locality in implementing drastic, breakthrough, creative innovation, promoting digital transformation in all areas of social life, contributing to the whole country entering a new era, an era of national growth. Therefore, it is recommended that the Standing Committee of the City Party Committee and the Document Subcommittee continue to study and concretize the viewpoints and policies of the Central Committee and the new guiding spirit of General Secretary To Lam into the draft documents to be submitted to the 18th National Party Congress of the City" - the Secretary of the Hanoi Party Committee emphasized.

At the same time, the City Party Executive Committee also emphasized that the draft document must be the crystallization of the wisdom of the entire Party Committee, the political system and all classes of people in the Capital, truly worthy of and demonstrating the will to rise up and the aspiration to contribute to the development of the Capital in accordance with the spirit of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045 and the wishes and expectations of the Central Committee and the Politburo for the Capital.

“Immediately after this Conference, I request the Standing Committee of the City Party Committee and the Document Subcommittee to continue to uphold the spirit of responsibility, be proactive, urgent, and seriously absorb the opinions of the Conference to complete the second draft of the Political Report to submit to the City Party Committee for comments at the 21st Conference (held in January 2025) in accordance with the proposed Plan” – said the Secretary of the Hanoi Party Committee.

Regarding personnel work , the City Party Secretary said that the Conference elected comrade Nguyen Viet Phuong, Standing Deputy Secretary of Thanh Tri District Party Committee, as a member of the City Party Committee's Inspection Committee for the 2020-2025 term with a high number of votes, demonstrating the high trust of the Executive Committee in him personally.

On behalf of the City Party Committee, the Secretary of the Hanoi Party Committee congratulated comrade Nguyen Viet Phuong and hoped that he would promote his capacity and sense of responsibility together with the members of the Inspection Committee to successfully complete all assigned tasks.

According to Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, there is only one year left until the 18th Congress of the City Party Committee; there is not much time left but the workload is still very large. The City Party Committee Executive Committee is requested to focus on leadership to accelerate and ensure the completion of the targets set by the 17th City Party Congress; focus on leadership and direction of public investment disbursement, resolutely resolve difficulties and problems to serve key programs of the country and the city; uphold the responsibility to serve the people and businesses.

The Secretary of the Hanoi Party Committee requested the comrades in the Document Subcommittee and the supporting units to devote time, effort and scientific working methods to complete the work to ensure quality and progress.
