In the first 9 months of 2025, Lam Dong 's GRDP growth rate reached 6.8%. This is considered a fairly positive growth rate, but has not yet reached the target set for the first 9 months (7.46%). One of the biggest obstacles directly affecting the province's GRDP growth is the public investment sector. By the end of September 2025, Lam Dong had only disbursed nearly 30% of the total capital plan of VND 18,900 billion. With this result, the locality has a disbursement rate lower than the national average (45%) and ranked 30/34 provinces and cities. Of which, the disbursed capital for key projects has only reached about 5%.
Slow disbursement of public investment capital has been holding back the growth of many other sectors. First of all, low public investment has directly affected the construction industry throughout the area. This has led to low growth rates in the industrial and construction sectors and has not contributed much to GRDP. Not to mention, slow disbursement of capital is blocking the progress of strategic infrastructure projects. This is also the source of holding back new production capacity, restraining the spillover effect to stimulate other economic activities.
Regarding the industrial sector, construction had a growth rate of 5.88%, higher than the proposed scenario of 5.43%. However, according to the assessment, the actual growth rate of this rate is not high compared to previous years. The main reason does not lie in the processing and manufacturing industry, but comes from the electricity production and distribution industry. The electricity output in 9 months did not reach the target, even decreased sharply. In particular, the electricity output from Vinh Tan Thermal Power Center plants decreased by about 2.8 billion kWh. This output lost, not recovered, will cause the plan that the Ministry of Industry and Trade assigned to Lam Dong province to be missed.

“The IIP of the electricity production and distribution industry in the first 9 months increased by only 1.7% compared to the same period. The electricity production output increased by 1.22% compared to the same period, but compared to the 2025 target, it decreased by 12.52%. This resulted in low growth in the industrial and construction sectors,” analyzed Pham Quoc Hung, Director of the Lam Dong Statistics Office.
Another obstacle that needs to be removed is the service sector. In fact, in the first 9 months of 2025, the growth rate in this sector was quite good, at 8.42%. However, this is not the result that the locality expected in this sector. The main reason comes from the scale of some key service sectors.
According to calculations, in the first 9 months of 2025, the wholesale and retail industry will fall short of the target by about VND9,000 billion. The service and food industry will also fall short of the target by about VND1,400 billion. This is proof that the purchasing power and spending of people and tourists, although recovering well, is not strong enough to meet expectations.

Expect bright colors
According to the assessment of departments, branches and localities, the challenge of implementing economic targets in the last 3 months of 2025 is very large. However, Lam Dong still has enough basis to confidently achieve the target of GRDP growth of over 8%.
Director of Lam Dong Statistics Office Pham Quoc Hung affirmed: “To achieve the target, in the fourth quarter of 2025, the local GRDP must increase by 10.4%. Whether this growth rate is achieved or not depends largely on the two main sectors: industry, construction and services. This is because the agriculture, forestry and fishery sector has maintained a stable growth rate, so completing the target by the end of the year is completely feasible.”
Mr. Hung analyzed that the service sector will have many stimulus programs and plans at the end of the year, so it is expected to grow well. According to calculations, Lam Dong must attract 23 million visitors. Revenue in the service sector must reach 255,000 billion VND to promote GRDP growth. As for the industrial and construction sectors, more drastic and determined solutions are required. First of all, the industry and trade sector must remove difficulties for the electricity sector, exceeding the planned output. Regarding public investment, units and localities must participate, striving to disburse over 23.9% on average each month. The province also needs to prioritize and create favorable conditions for businesses, especially those operating in the processing and manufacturing sectors to produce products with high added value.
According to Mr. Nguyen Ba Ut - Director of Lam Dong Department of Industry and Trade, the unit has identified difficulties to focus on tasks in the last 3 months of 2025. Particularly in industry, there is currently a fairly good growth rate, especially the processing and manufacturing industry, with IIP in 9 months increasing by 9%. With this momentum, in the remaining 3 months, the industrial sector will certainly reach the set target. "Regarding electricity output, in 2025, the Ministry of Industry and Trade assigned Lam Dong 27 billion Kwh. In 9 months, 17 billion Kwh has been completed, the remaining 10 billion Kwh must be completed in the fourth quarter of 2025. Of this, 2.8 billion Kwh of Vinh Tan Thermal Power Center factories have decreased and cannot be recovered. Although it is difficult, we fully expect that new spaces can fill this gap," Mr. Ut affirmed.
According to Mr. Ut, in the fourth quarter of 2025, Tran Hong Quan Aluminum Smelter will import equipment and machinery systems worth about 4,000 billion VND. This is a source of revenue that can promote other services and increase local taxes. Not to mention, from October 2025, Lam Dong will put into operation 2 more wind power plants in the area, with an increased capacity of about 20 Mwh. In addition, commercial electricity will also increase, because normally in the last 3 months of the year, services and factories increase capacity. Regarding public investment, Director of the Department of Finance Phan The Hanh informed: The unit is directly working with project management boards to flexibly transfer capital from slow-progressing projects to projects with better capital absorption. The work of reviewing and compiling statistics on overdue projects to pay for the volume is being strengthened by the unit.
