The Politburo has just issued Resolution No. 46-NQ/TW dated December 20, 2023 on innovating and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period (Resolution 46). The goal of Resolution 46 is to perform well the representative role, encourage farmers to raise their awareness, responsibility, qualifications, and actively participate in the development of ecological agriculture, modern countryside, civilized farmers, etc.
Strengthening the political core role
According to the assessment of the Politburo, in recent years, implementing the Party's innovation policy, the activities of the Vietnam Farmers' Union and the farmers' movement have achieved important results, contributing to improving farmers' lives, developing the socio -economy, ensuring national defense and security. Farmers' Unions at all levels have strengthened their core political role, focused on the grassroots, innovated the content and methods of operation. At the same time, they have promoted propaganda, mobilization, improved the effectiveness of farmer support activities, promoted the role of farmers as the main subject in agricultural development, rural economy, and new rural construction...
However, the activities of the Vietnam Farmers' Association are still limited and inadequate, due to the lack of strong innovation in the content and methods of operation; and the potential and creativity of farmers have not been aroused. The development of the farmers' movement is uneven, sometimes and in some places the effectiveness is not high. The rate of poor households among farmers is still high, especially in remote areas, ethnic minority areas...
Therefore, the content of Resolution 46 clearly states that the guiding viewpoint of the Politburo is to ensure the Party's leadership over the farmers' association and the farmers' movement, improve the material and spiritual life of farmers and build the association organization as the responsibility of the political and social system under the leadership of the Party. Accordingly, Resolution 46 sets out the specific goal of striving to admit 200,000 new farmers' association members or more every year; 100% of full-time farmers' association officials at all levels and heads of farmers' association branches are trained in knowledge and skills. Vocational training for 250,000 or more farmers' association members and rural workers; training to improve the qualifications and skills of 50,000 excellent farmers, good farmers in production and business at district level or higher. Establishing 5,000 new professional farmers' association groups, 500 professional farmers' association branches...
Is a bridge connecting with "3 houses"
To achieve those goals, the main tasks and solutions set forth by the Politburo are to innovate propaganda, mobilization, gathering, and uniting farmers, and improving the effectiveness of the farmers' movement. Create conditions for farmers to access issues related to effective, sustainable agricultural development, integrating multi-values, improving competitiveness, participating in production chains, value chains, green and organic agriculture, etc. At the same time, it is necessary to consolidate and improve the organizational apparatus, build a team of cadres with sufficient qualities and capacity to meet the requirements of the tasks. Continue to consolidate and improve the organization of farmers' associations at all levels in the direction of being close to the grassroots, practical, effective, and suitable for the development process; promptly remove obstacles and shortcomings in the organization model and operation mechanism of the association.
Another important solution is to improve the quality of vocational training and development for farmers and rural workers, and service activities, consulting, and supporting farmers in developing production and business. Specifically, create conditions and encourage farmers and rural workers to learn vocational skills, improve their capacity in association with good production and business models. The Farmers' Association plays a good role as a bridge connecting farmers with businesses, scientists and the State. Along with that, encourage farmers to actively participate in national target programs, patriotic emulation movements, and campaigns. Promote the role of the Farmers' Association in monitoring, social criticism, and building a clean and strong Party and political system. Strengthen the leadership of the Party, coordination of the government, the Vietnam Fatherland Front, socio-political organizations and mass organizations with the Farmers' Association.
In Binh Thuan, after Resolution 46 was issued, the Provincial Party Committee's Propaganda Department recently issued guidelines for propagating, disseminating and thoroughly implementing Resolution 46, with the requirement to carry out seriously and qualitatively, associated with innovation in content and methods of disseminating in accordance with the conditions and characteristics of agencies, units and localities. In particular, cadres, party members, union members, members and soldiers of the armed forces are responsible for studying and thoroughly understanding the resolution; People are informed of the basic contents of the resolution. The purpose is to raise awareness and responsibility of Party committees, Party organizations, authorities, political systems, cadres, party members and people, creating high unity in the Party and society about the important position and role of the Vietnam Farmers' Union in the process of implementing national development goals...
Obviously, in the current context, the birth of Resolution 46 is of great significance, a driving force to motivate and encourage the farmers' movement. Thereby affirming the particularly important role of farmers and the Vietnam Farmers' Association in developing the agricultural and rural economy and building new rural areas.
According to the Provincial Farmers' Association, in the past 5 years, the whole province has attracted nearly 17,000 members, bringing the number of members to nearly 150,000 people. The Association at all levels has organized many consulting, service, vocational training activities, supporting farmers to develop production and business; there are 5 outstanding farmers nationwide; 12 agricultural products are recognized as national typical products and 358 households have an income of over 1 billion VND/year; creating jobs on the spot for more than 62,806 workers; providing capital, plant varieties, adopted children and production experience to 15,730 poor farmer households...
The recent 9th Provincial Farmers' Association Congress also determined the general direction for the 2023-2028 term as promoting the role of the subject and center of farmers in developing the agricultural economy, building new rural areas, civilized urban areas... building a comprehensively strong association organization at all levels and a strong farmer class to contribute to building a rich and beautiful homeland of Binh Thuan...
