Creating a foundation for long-term development of Ho Chi Minh City

Ho Chi Minh City will re-plan development space after the merger, speed up site clearance to complete infrastructure.

On September 25, the Party Committee of the Ho Chi Minh City People's Committee held a conference to implement the Resolution and Action Program to implement the Resolution of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030 (referred to as the Resolution).

Speaking at the conference, Secretary of the Party Committee and Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said the Resolution is the crystallization of the wisdom of the entire political system, the people and the business community, covering all fields; it is a guideline for action and orientation for the city's development in the next 5 years.

"No matter how good a resolution is, it is just a resolution if it is not implemented in life. Therefore, implementing the Resolution is to clearly understand the core content and concretize it into specific actions of each sector and each level" - Chairman of the Ho Chi Minh City People's Committee emphasized.

According to the Resolution, Ho Chi Minh City's vision by 2030 is to be one of the 100 most livable cities in the world ; by 2045, to be one of the 100 best cities in the world. To achieve this goal, the Resolution identifies 28 targets with major task groups and solutions.

Mr. Nguyen Van Duoc noted that the post-merger Ho Chi Minh City is not just a simple addition but a multiplication; it is necessary to take advantage of each region and assign roles for development. Accordingly, the Ho Chi Minh City region is the urban core, financial and high-tech center; Binh Duong will become the capital of high-tech industry; Ba Ria - Vung Tau plays the role of a marine economic center.

"We are a unified Ho Chi Minh City, no longer having a regional mindset. We must be unified in thinking and action to create internal development force" - Mr. Nguyen Van Duoc clearly stated.

According to Mr. Nguyen Van Duoc, in the near future, Ho Chi Minh City will invite world-class units and domestic consulting units to plan the entire city, creating a foundation for long-term development.

At the conference, Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang reported on compensation and resettlement support work in the area, especially after the organization of the 2-level local government model.

According to Mr. Nguyen Toan Thang, the disbursement of public investment capital in Ho Chi Minh City has been slow in recent times due to coordination in this field. The Director of the Department of Agriculture and Environment cited a 20-step process for the People's Committees of wards and communes to carry out compensation, support, and resettlement when reclaiming land and implementing projects.

Emphasizing that to have infrastructure, there must be land, the Chairman of the Ho Chi Minh City People's Committee identified land clearance as a key task in the coming time. He suggested that the Director of the Department of Agriculture and Environment must establish special teams to go to communes and wards to "hold hands and show them how to do things"; helping communes and wards to boldly do things.

Mr. Nguyen Van Duoc also requested the Party Secretary and Chairman of the People's Committee of 168 communes, wards and special zones to seriously, resolutely and drastically organize the implementation of site clearance. This is the criterion to evaluate the work results of the leading officials at all levels. "The head of any commune or ward that does not clear the site well, causing the project to be slow and sluggish must take responsibility" - Chairman of the People's Committee of Ho Chi Minh City emphasized.

On the same day, the Party Committee of the Ho Chi Minh City People's Committee held a ceremony to announce the decision on personnel work of the Party Committee of the City People's Committee.

Accordingly, the decision of the Standing Committee of the Ho Chi Minh City Party Committee appointed and added Mr. Duong Hong Thang, Chief of Office of the Ho Chi Minh City People's Committee and Ms. Pham Thi Thanh Hien, Director of the Department of Home Affairs, to join the Standing Committee of the Ho Chi Minh City Party Committee. Thus, the Standing Committee of the Ho Chi Minh City Party Committee currently has 13 members.

In his speech assigning tasks, Mr. Nguyen Van Duoc assessed that Mr. Duong Hong Thang and Ms. Pham Thi Thanh Hien had worked in many units, been attached to the grassroots, and no matter what position they held, they always completed their tasks excellently and achieved many positive results.
