Accordingly, the Chairman of the Provincial People's Committee directed: For projects that have completed or are under construction, the People's Committees of districts, towns, cities and investors must urgently complete the documents, legal procedures, and acceptance documents of completed volume and send them to the State Treasury before December 31, 2024. as a basis for control, payment and refund according to regulations (time for disbursement of public investment capital in 2024 to January 31, 2025).
The Department of Natural Resources and Environment shall preside over and coordinate with relevant units and localities to advise the Provincial People's Committee to urgently continue to remove difficulties and obstacles in the auction of land use rights with the highest results to have a source of revenue for disbursing public investment capital.
People's Committees of districts, towns, cities and investors urgently review the detailed disbursement plans of each project, especially projects in the group with disbursement rates below 50%. At the same time, for decentralized capital of districts, towns, and cities in the group with low disbursement rates (below 70%), localities are required to focus on directing to strive to complete disbursement at 95% of the assigned plan. |
The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns, cities and heads of agencies and units assigned as investors to review the responsibilities of agencies, units and localities that did not complete the disbursement task in 2024 before the Provincial People's Committee and the Chairman of the Provincial People's Committee.
Regarding decentralized capital for districts, towns and cities, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns and cities to resolutely direct the detailed allocation of capital plans to ensure focus, key points, not spread out, in accordance with the implementation capacity and disbursement in accordance with legal regulations on public investment. At the same time, speed up the disbursement of capital that has been allowed by the Provincial People's Council to extend the implementation period and disbursement of local budget sources in 2023 to 2024. The People's Committees of districts, towns and cities are responsible to the inspection and audit agencies, the Provincial People's Committee and the Chairman of the Provincial People's Committee for the allocation and disbursement of assigned decentralized capital.
