Project to welcome the Provincial Party Congress

Along the Thu Bon River, standing from the Dien Quang commune bank looking across to the Dien Hong commune bank (Dien Ban town), Van Ly bridge has gradually completed its shape. The construction contractor, Dat Phuong Group Joint Stock Company, only needs to construct the K0 section of the T2 pier to complete the lower part. On the Dien Hong commune side, right next to the M2 bridge abutment, because the site has not been handed over, the contractor continues to rent agricultural land from the people to install the approach span beams and has poured concrete for the ground slab and guardrail. At the piers in the middle of the river, the contractor is installing a casting vehicle to prepare for casting the bridge span.

According to engineer Dao Hong Ngoc - a site technical officer of Dat Phuong Group Joint Stock Company, the Van Ly bridge and approach road project started construction on September 16, 2023. In the past time, the contractor divided the construction into 3 teams on the site. Including, 1 team for girder casting, 1 team preparing to cast the bridge span, 1 team making guardrails and bridge deck.

Currently, the unit is increasing the manpower for the cantilever section. It is expected that by mid-December 2024, the cantilever section of the spans in the middle of the river will be completed. In the locations where the bridge deck has been poured, workers will continue to make guardrails.

Up to this point, the construction volume of the Van Ly bridge project has exceeded 98 billion VND. The construction value of the Van Ly bridge alone is 165 billion VND, so the volume value achieved is about 65%. Engineer Dao Hong Ngoc added that according to the original plan, the Van Ly bridge project and the approach road will be completed in March 2026.

However, the provincial leaders chose this as a project to celebrate the 23rd Provincial Party Congress (term 2025 - 2030), so it is necessary to speed up the construction progress, to reach the finish line in September 2025. For Van Ly bridge, this is the most important item of the project that is ahead of schedule, and will be basically completed by early 2025 at the latest.

Engineer Bui Huy Phu - an officer of the Road Engineering Center 3 said that the center is a joint venture contractor for supervision and consulting with CTEC Construction Consulting Joint Stock Company. Every day, the Road Engineering Center 3 arranges 2 people to work at the Van Ly bridge construction site. If there is a construction site for the approach road, the unit needs to arrange 3 more workers. However, the construction site for the branch road 1, the section from Dien Hong commune to Dai Hoa commune (Dai Loc) and the branch road 2 through Dien Hong commune have not been cleared. As for the branch road 2, on the route there are 3 main critical points, which are 3 small bridges that also do not have construction sites, mainly related to agricultural land, gardens and ponds.

Engineer Bui Huy Phu added that the three bridges mentioned above are small bridges but the construction time is much longer than digging and filling the roadbed. With the rainy season approaching, bridge construction can still be done, but road construction also involves transporting soil and compacting the roadbed, so it will be very difficult to implement.

To resolve the above problems, at a recent meeting, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the People's Committee of Dai Loc district and Dien Ban town to actively direct the completion of compensation, support, and handover of the entire agricultural land to the investor to organize construction before September 30, 2024. In addition, in the first quarter of 2025, the two localities must hand over the remaining land related to residential land.

Working with the leaders of the Provincial People's Committee recently, the Quang Nam Provincial Traffic Construction Investment Project Management Board (investor) said that the 2024 capital plan allocated for the Van Ly Bridge and approach road project is 18 billion VND, and this budget has been fully disbursed. To pay off the remaining debt as well as speed up the progress of Van Ly Bridge and approach road in particular, contributing to increasing the disbursement rate of public investment capital in general, the investor has proposed that the Provincial People's Committee transfer resources from projects that are difficult to "spend" all capital. At the same time, the province has a document submitted to the Government requesting to supplement the 2024 capital plan from the central budget reserve, or allocate the 2024 capital plan from the provincial budget source...

Van Ly Bridge and the approach road have a total investment of 575 billion VND (420 billion VND from the central budget, 155 billion VND from the provincial budget). The project has a total length of 7.78 km, including Van Ly Bridge over Thu Bon River with a length of 460 m and 2 approach roads. Of which, branch 1 has its starting point at the end of DT610B (Dien Quang commune) across the west bank of Van Ly Bridge (Dien Hong commune), then turns left to the west to the intersection between DT609B and DT609C (Dai Hoa commune) with a length of 3.65 km. Branch 2 from the intersection with km1+040 of branch 1 to the intersection between DT609 and DT605 has a length of 4.13 km (Dien Hong commune).
