The practice of building, fighting, winning and growing of the Vietnam People's Army over the past 80 years has proven that: In any circumstances, thanks to a team of resilient, resourceful and intelligent cadres, the Army always excellently completes all tasks assigned by the Party, State and people.

Nowadays, in response to the need to firmly protect the Fatherland in the new situation, when the country enters a period of deep integration, the national defense and security environment is greatly affected by the strong development of the Fourth Industrial Revolution, the operational requirements of modern warfare with high technology as its characteristics, to build a revolutionary, disciplined, elite, modern Vietnam People's Army, enhance national defense strength, firmly protect the Fatherland, one of the very important and urgent issues is to have high-quality human resources to serve in the Army and in the defense field. From the practical requirements of the task, the 12th Congress of the Party Committee of the Army, term 2025-2030 determined: The Party Committee of the Army and the entire army need to focus on developing high-quality human resources.

This is a correct policy and decision with strategic vision. Developing high-quality human resources is demonstrated in many aspects, in which high-quality human resources must meet the following main features: In terms of politics and ideology: Absolutely loyal to the Party, steadfast in the goal of national independence and socialism; not wavering in the face of all temptations and difficulties; always raising vigilance, resolutely fighting against degradation, "self-evolution", "self-transformation". In terms of ethics and lifestyle: Upholding the qualities of Uncle Ho's soldiers, living simply, purely, exemplary; matching words with actions, opposing individualism, opportunism, and pragmatism. In terms of expertise and profession: Continuously studying, improving theoretical, professional, technical-tactical levels, scientific research ability, technological innovation, mastering modern weapons and equipment, responding well to new types of warfare. Regarding additional knowledge: Good at foreign languages, information technology, artificial intelligence, soft skills to be able to participate in international cooperation, operate in a high-tech environment, and develop artificial intelligence.

The work of developing high-quality human resources in the Army cannot be spontaneous, and even less so, it cannot be fragmented and isolated, but must be led and directed by resolutions, programs, and unified plans from top to bottom. Therefore, in order for the congress's decisions to permeate the lives of soldiers, first of all, Party committees, Party organizations, political commissars, political officers, commanders, and political agencies must thoroughly grasp the Resolution of the 12th Army Party Congress, especially the content of "focusing on developing high-quality human resources" to each officer and soldier. At the same time, thoroughly grasp and seriously study the resolutions and directives of the Central Committee, the Politburo, the Secretariat, the Central Military Commission, the Ministry of National Defense , and the General Department of Politics of the Vietnam People's Army on promoting high-quality human resources, attracting and using talents. In particular, thoroughly grasp and effectively implement the Ministry of National Defense's Project on "Policy to attract and utilize talents in the Vietnam People's Army until 2030, with a vision to 2050".

Military academies and schools need to improve the quality of education and training; combine formal training with practical training; strengthen international cooperation in training. Promote military scientific research, master new technologies, especially in the fields of artificial intelligence, cyberspace, and high-tech weapons. Agencies and units need to discover and use talents scientifically, objectively, impartially, following the motto "right person, right job, right time"; treat talents fairly, appropriately, and create conditions for them to feel secure in their dedication. Talents are not only retained by salary and benefits, but more importantly by respect, by a transparent, creative, fair working environment, by opportunities to demonstrate their abilities and assert themselves.

Along with that, one of the factors to have and retain high-quality human resources is to promote the responsibility of each officer and soldier in specific positions and responsibilities. Leaders and commanders must train themselves and regularly study to improve their leadership, organization, command and management capacity; officers in the fields of staff, logistics, engineering, defense industry, cyber warfare, etc., in addition to practicing strategic thinking, scientific and flexible working style, need to regularly update the development of science and technology, proficiently use artificial intelligence, effectively serve their professional work and be ready to share and help teammates in all aspects of work. For non-commissioned officers and soldiers, in addition to strictly abiding by discipline, being active in studying, training and practicing, they need to have a strong will, sacrifice themselves for their missions, and be proactive in approaching difficult fields, advanced and modern technology, etc.

In addition, it is necessary to link the requirement of developing high-quality human resources with the goal of building a revolutionary, disciplined, elite, and modern Army. This is both a solution, a driving force, and a measure for human resource development. High-quality human resources are the pillar for the Army to modernize; at the same time, the modernization process with new equipment, new organization, and new methods of combat requires that human resources in the Army be trained, dedicated, and mature. It is a dialectical relationship: Human resources promote modernization, and modernization creates conditions for human resources development.

The policy and decision of the 12th Party Congress of the Army on “focusing on developing high-quality human resources” is the inheritance and creative development of our Party’s viewpoint on personnel work in the new situation, and at the same time, it is an objective and urgent requirement from the practice of building the Army. This is not only an immediate key task but also a long-term strategy, directly deciding the future, position and strength of the Vietnam People’s Army.
