Thai Binh: Do not let difficulties and obstacles hinder the progress of key projects

That was one of the directions of the Secretary of the Thai Binh Provincial Party Committee in the meeting of the leaders of the Provincial Party Committee and the People's Committee of Thai Binh province to remove difficulties and speed up the implementation of a number of projects in Thai Binh city, Thai Binh province on October 18.

Among them, the New Urban Area Housing Development Project in Tan Binh Commune and Tien Phong Ward has a planned area of ​​134.9 hectares, and the housing development project implementation area is 125.4 hectares.

To date, the authorities have completed the verification of land origin, inventory, and draft compensation and support plans for 636/636 households and individuals whose agricultural land was recovered.

The Residential Housing Development Project in Dong Hoa Commune has a planned area of ​​68.9 hectares, the area for housing development project implementation is 42.25 hectares. At the meeting, representatives of departments, branches and Thai Binh city focused on discussing and proposing solutions to remove difficulties and obstacles such as relocating electricity and water infrastructure works, factory facilities of enterprises, especially relocating waste factories, handling the amount of waste currently in landfills as well as compensation, support for site clearance, and resettlement for households within the project scope...

Speaking at the meeting, Mr. Nguyen Khac Than - Chairman of Thai Binh Provincial People's Committee - emphasized that these are key projects of the city, so it is necessary to focus highly, speed up the progress of project implementation, in which resolutely carry out site clearance work; seriously recognize the causes, problems, and obstacles, especially subjective causes, thereby strengthening coordination between levels and sectors in implementing projects.

Departments, branches and Thai Binh city focus the most, proactively speed up the assigned progress, clearly assign people, clearly assign tasks associated with responsibilities, proactively coordinate to remove difficulties and obstacles within their authority so that the project can be deployed soon in the field.

Concluding the meeting, Mr. Ngo Dong Hai - Secretary of Thai Binh Provincial Party Committee - emphasized the significance and importance of the above projects to concretize the urban development goals of the province, aiming to successfully implement the Resolution of the 20th Provincial Party Congress, term 2020 - 2025 and Resolution No. 03-NQ/TU dated November 25, 2021 of the Provincial Party Committee on building and developing Thai Binh city to 2030, with a vision to 2045.

In particular, focusing on building Thai Binh city to develop rapidly and sustainably, becoming a green urban area, a landscape urban area, civilized, modern, with its own identity; with modern urban infrastructure, convenient connections; being the economic locomotive, the trade and service center of the province; striving by 2025 Thai Binh city to be recognized as a class I urban area under the province.

However, the Secretary of Thai Binh Provincial Party Committee assessed the progress of a number of key projects of the province in general, and in the city in particular, including the above two projects that have not met the set plan; at the same time, pointed out a number of shortcomings and limitations in the implementation of the projects.

The leaders of Thai Binh Provincial Party Committee requested departments, branches and localities to raise awareness, identify these as driving projects for the development of Thai Binh city, and on that basis focus on performing well the assigned tasks.

It is especially necessary to focus on and accelerate the work of site clearance for project implementation; mobilize the participation of the entire political system to focus on propaganda and advocacy so that people can correctly and fully understand the meaning, importance and benefits of the projects, thereby agreeing to hand over the site for project implementation, not letting difficulties and obstacles hinder the progress of key construction projects.

The Secretary of the Thai Binh Provincial Party Committee requested that Thai Binh city be identified as the focal point to link up and urge the implementation progress as well as coordinate with the provincial departments and branches to focus on resolving problems and difficulties in the process of implementing projects in a practical and effective manner.

Specific tasks must be done in parallel, deployed promptly and synchronously, mobilizing maximum forces to work day and night, focusing on propaganda and campaigning to gain people's support as well as applying new policies flexibly and effectively to speed up project implementation progress.

It is necessary to proactively build a specific and reasonable progress schedule; at the same time, agree with investors on land handover plans, build progress milestones, and promptly start the project to create motivation, momentum, and people's trust in local Party committees and authorities.
