Reviewing the dossiers of draft resolutions submitted by the Provincial People's Committee at the 15th Session of the Provincial People's Council

On the afternoon of September 20, the Economic - Budget Committee of the Provincial People's Council held a meeting to review the dossiers of draft resolutions submitted by the Provincial People's Committee at the 15th Session (Special Session) of the Provincial People's Council, term XVII, 2021 - 2026. Comrade Nong Thanh Tung, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of a number of departments and branches attended. The Head of the Economic - Budget Committee of the Provincial People's Council chaired.

The meeting to examine the draft Resolution on the policy of converting forest use to other purposes; removing 3 types of forests from the planning for the area of converting forest use to other purposes, with the total proposed forest area adjusted to 21.7 hectares, planted forests, production forest planning to implement the projects: Construction of a new Provincial Traditional Medicine Hospital; investment in construction of the Dong Dang - Tra Linh expressway connection route; investment in construction of the City bypass route.

Commenting on the draft Resolution amending, supplementing and abolishing a number of articles in the regulations issued with Resolution No. 62 dated August 30, 2022 of the Provincial People's Council promulgating the Regulations on support content; application form; procedures for selecting projects, plans, and production options; selecting ordering units in implementing production development support activities under national target programs for the period 2021 - 2025 in the province. Through discussion, delegates agreed to assign the advisory agency to draft and restructure the document format, add transitional conditions, and plan to submit for promulgation a resolution to replace the entire Resolution No. 62-NQ/HDND dated August 30, 2022 of the Provincial People's Council.

Regarding the Resolution approving the list of projects and works requiring land acquisition in the province in 2023 (3rd round of supplementation and adjustment), adding 20 projects and works with a total land acquisition area of 23.08 hectares; adjusting the names, boundaries, and land acquisition areas of 9 projects approved by the Provincial People's Council; Resolution approving the list of projects and works registering the need to change the purpose of using rice-growing land, protective forest land, and special-use forest land in the province in 2023 (3rd round of supplementation and adjustment). The delegates basically agreed with the contents presented, proposed to supplement, and clarify the reasons for some contents that need to be adjusted in the draft resolution dossier.

Commenting on the Draft Resolution amending and supplementing a number of contents of Resolution No. 80/NQ-HDND dated December 9, 2022 of the Provincial People's Council on the allocation of the state budget in 2023 to implement national target programs in the province (2nd time); submission on the proposal to apply a fee of 0 VND for the use of infrastructure works, service works, public utilities in the border gate area for imported cars, self-propelled vehicles, specialized vehicles, specialized machines of all kinds (equivalent to the functions of cars, specialized vehicles) in the province until December 31, 2023.
