Mr. Truong Cong Son - Vice Chairman of the People's Committee of Thang Binh district said that in 2024, the People's Committee of the district has worked many times with investors and relevant agencies to resolve difficulties and speed up the implementation of land fund exploitation projects. However, up to now, only 4 land fund exploitation projects have been basically completed out of a total of 15 projects eligible for implementation according to the list of approved public investment for the period 2021-2025 approved by the District People's Council.
In addition to the above 4 projects, there is 1 project that has reached 70.5% of the volume, 5 projects from 50 - 65% of the volume; 2 projects have reached 10 - 35% of the volume; 1 project has not selected a contractor for the second time and 2 projects cannot be implemented. All projects under construction have had their contracts extended until December 31, 2024.
Mr. Le Van Thoi - Party Secretary, Chairman of Binh Que Commune People's Committee said that in some projects, there was a situation where the main contractor was still working but then dropped the bid, leading to the subcontractors also running after him. Meanwhile, the money had already been transferred to the main contractor's account, leading to sluggish projects. There needs to be a solution to tighten this.
“Due to the pressure of needing capital to invest in projects, Thang Binh district is implementing them in a spread-out manner, but most of the projects are behind schedule. There is a plan to implement them in stages, so that we can achieve the expected results,” Mr. Thoi added.
Chairman of the People's Committee of Thang Binh District Vo Van Hung emphasized that there are four main reasons for the delay in land exploitation projects in recent times, including the weak capacity of investors. In the coming time, Thang Binh District must make efforts in site clearance and work with project monitoring officers to speed up the implementation process.
At the 20th session of the 12th District People's Council, term 2021-2026, which was recently held, Mr. Phan Cong Vy - Secretary of the Thang Binh District Party Committee directed that it must be implemented resolutely, with a specific commitment to completion time, not expected to be in this quarter or that quarter.
To realize the goal of exploiting land fund of 143 billion VND next year, Thang Binh district has proposed many solutions and implementation plans for slow-progressing projects.
Accordingly, for the 4 completed projects, inspections must be conducted. If the project lacks items, additional requirements must be requested to ensure compliance with regulations. Procedures for land recovery and land allocation to the District Land Fund Development and Industry - Service Center must be established to organize auctions. For the 9 projects that have not been completed, priority groups must be assigned to complete them according to specific timeframes, speed up construction, complete acceptance and put into use in 2025.
In particular, for 8 projects exploiting land fund stuck with site clearance, Thang Binh district requested the investor to urge the contractor to complete the items and work on the handed-over site, not to let the delay be excused by not handing over the site. Thang Binh district will also consider imposing contract penalties for the work on the handed-over site but not affected by the work not yet cleared.
“It is necessary to link responsibility between specialized agencies and localities for implementation. In early 2025, Thang Binh district will organize a thematic conference to discuss solutions for implementing land exploitation projects in the locality. In addition, Thang Binh district will also consider the responsibility of related units that deliberately delay and delay the progress of projects,” said Mr. Phan Cong Vy, Secretary of Thang Binh District Party Committee.
