According to the project, the 5 new communes include:

Thanh Ha 1 Commune was established on the basis of merging Thanh Son, Thanh Tan communes, Thanh Ha town and part of Thanh Quang commune. Thanh Ha 1 Commune has a natural area of 26.11 ^km2 , a population of 36,173 people, and its office is expected to be located at the headquarters of the District Party Committee, People's Council and People's Committee of Thanh Ha district.

Thanh Ha 2 Commune was established on the basis of merging Tan An, An Phuong communes and a part of Thanh Hai commune. Thanh Ha 2 Commune has a natural area of 24.41 ^km2 , a population of 34,187 people, and its office is expected to be located at the headquarters of the Party Committee, People's Council and People's Committee of Thanh Hai commune.

Thanh Ha 3 Commune was established on the basis of merging Tan Viet Commune, part of Cam Viet and Hong Lac Communes. After being established, the commune has the largest population with 36,429 people, natural area of 26.06 km ² , the working headquarters is expected to be located at the headquarters of the Party Committee, People's Council and People's Committee of Cam Viet Commune.

Thanh Ha 4 Commune was established on the basis of merging Thanh Xuan, Lien Mac, Thanh Lang communes, part of Thanh An commune and part of Hoa Binh commune (Kim Thanh). Thanh Ha 4 commune has a natural area of 27.78 ^km2 , a population of 27,800 people, and its office is expected to be located at the headquarters of the Party Committee, People's Council and People's Committee of Lien Mac commune.

Thanh Ha 5 Commune was established on the basis of merging Thanh Hong and Vinh Cuong communes and most of Thanh Quang commune. Thanh Ha 5 Commune has a natural area of 31.33 ^km2 , a population of 33,499 people, and its office is expected to be located at the headquarters of the Party Committee, People's Council, and People's Committee of Thanh Quang commune.

During the process of administrative unit rearrangement, more than 5 ^km2 of natural land of the communes: Hong Lac, Thanh Quang, Thanh Hai, Thanh An, Cam Viet merged into the communes of Kim Thanh, Tu Ky districts and Hai Duong city.

Thanh Quang commune is the most divided administrative unit. Part of the area was merged into the communes: Tu Ky 4 (Tu Ky district), Kim Thanh 4 (Kim Thanh district), Thanh Ha 1. The majority of the remaining belongs to Thanh Ha 5 commune.
