Affected by storm No. 10, Hac Thanh ward has nearly 3,700 households flooded. On October 3, floodwaters on the Ma River are receding. In residential areas outside the dike in Ham Rong ward, as the water recedes, households proactively collect trash, sweep, wash mud, and clean their houses.
Ms. Duong Thi Thuc in Thieu Duong village 9 said: Her family's house was flooded, more than 2 meters deep. On October 2, the floodwaters just receded from the house's premises. She installed a water pump from a 5m3 tank to wash utensils, walls, and floors. Medical staff have just arrived, spraying disinfectants on the house and the premises, preventing and fighting diseases that arise after the flood.
Along with instructing households to proactively collect garbage, clean mud, wash utensils, items, houses, and roads; more than 10 people including cadres, medical staff, militia, and leaders of residential groups in Thieu Duong sprayed Cloramin B to disinfect and guide households on how to treat domestic water sources.

Hac Thanh Ward Medical Center currently manages and provides professional guidance to 47 grassroots medical stations. In addition to preparing equipment, each station has at least one facility, chemicals and medicines to serve emergency work, environmental treatment, and disease prevention; the Center advises local Party committees and authorities to actively and proactively direct, urge, and mobilize more resources to implement disease prevention measures rather than cure during the rainy and stormy season.
Medical staff and localities should step up propaganda about disease risks, instruct people to proactively clean the environment, prevent and control diseases, especially guide them in choosing, processing, preserving, and using safe food, classifying and treating waste and domestic water sources.
Before, during, and after storm No. 10, the Hac Thanh Ward Medical Center directed medical stations to ensure human resources, drugs, chemicals, equipment, and facilities for medical examination and treatment; professional on-call, emergency, prevention and control of infectious diseases, and environmental sanitation. The Center has provided an additional 15 kg of Cloramin B, 3 batches of drugs, and 300 Aquatab tablets for medical stations to proactively provide primary health care for people, prevent epidemics, and treat the environment.

Deputy Director of Hac Thanh Medical Center, Master, Doctor Trinh Thi Binh discussed: Currently, the center mobilizes human resources and chemical sprayers from medical stations that are not flooded to heavily flooded areas, along with human resources and equipment on site to deploy chemical spraying to disinfect and sterilize, proactively controlling diseases that often arise after floods.
According to reports from localities, affected by storm No. 10 and the floods after the storm, Thanh Hoa province has up to 18,499 houses flooded. Along with evacuation, emergency rescue, promoting the spirit of mutual love, mutual assistance, and community support to stabilize life; the health system in Thanh Hoa province proactively advises and resolutely implements measures to reduce environmental pollution and the risk of outbreaks of infectious diseases such as diarrhea, pink eye, skin diseases, dengue fever, respiratory infections...
The Provincial Center for Disease Control established inspection teams to communicate "where the water recedes, there will be sanitation and disinfection"; supported Ngoc Lac, Nhu Xuan, Nhu Thanh, Thach Thanh, Ha Trung Medical Centers and a number of medical stations to treat the environment and water sources; provided initial support of 50kg of Cloramin B and 5,000 Aquatab tablets to Ngoc Lac Medical Center to distribute to medical stations to treat the environment in flooded areas.
Immediately after the water receded, localities proactively collected and treated garbage and animal carcasses, dredged mud, cleared sewers, sprayed disinfectants, and instructed people to treat domestic water sources with Cloramin B and Aquatab, combined with boiling and filtering. The disease control system diversified methods of disease prevention communication, strengthened epidemiological surveillance, and case monitoring to detect and promptly handle new outbreaks.
Director of Thanh Hoa Province Center for Disease Control, Hoang Binh Yen, discussed: To ensure environmental hygiene and minimize epidemics after floods, the Center is currently proposing that competent authorities provide an additional 2 tons of Cloramin B and 200,000 Aquatab water disinfectant tablets to distribute to localities to proactively implement disease prevention measures rather than cure.
