Disbursement efforts
The Provincial Police is one of the units with outstanding progress in disbursing public investment capital. With more than 622.17 billion VND assigned, by the end of August 2025, the unit had disbursed 469.21 billion VND, reaching 75.4% of the plan; it is expected to reach 96% by December 31. According to Colonel Le Van Quy - Deputy Director of the Provincial Police, the reason for not reaching 100% is because some projects have been allocated contingency costs but do not have specific items for disbursement. The Provincial Police are reviewing and proposing to the Department of Finance to adjust the reduction in October 2025. "The Provincial Police proposed to reduce the allocated capital in 2025 by 15 billion VND for the multi-functional drug rehabilitation facility project and 5.5 billion VND for the technical infrastructure project of the office campus; the remaining amount will be transferred to 2026," said Colonel Le Van Quy.

By September 2025, the province had mobilized about 47,430 billion VND. Key projects have been prioritized for investment and put into use, such as important expressways and national highways passing through the area: Lo Te - Rach Soi route, the Eastern expressway section Can Tho - Ca Mau, Chau Doc - Can Tho - Soc Trang , national highways 61, 63, 80, 91, N1... have been upgraded and repaired to ensure traffic. These are the routes connecting An Giang province with Can Tho city, Ca Mau, Dong Thap and neighboring Cambodia, contributing to expanding trade of goods.
Despite the changes, the province's progress in disbursing public investment capital still faces many challenges. Site clearance continues to be the biggest bottleneck. In addition, many large projects have been implemented, leading to a shortage of sand and construction stone, increasing prices, affecting the progress of construction projects in the province.
Removing obstacles
The Provincial Traffic Construction Investment Project Management Board was assigned a capital plan of VND4,294.8 billion, and as of September 2025, it had disbursed more than 28%. Director of the Provincial Traffic Construction Investment Project Management Board Huynh Xuan Vu said that among the five key projects, many projects encountered problems due to site clearance, weather or unit price setting procedures. Typically, the APEC Conference Center project with a budget of VND1,400 billion was affected by storms and big waves, making temporary embankments and transporting filling materials difficult. The APEC Avenue project with a budget of VND1,820 billion was slow to clear the site. The Kien Giang Oncology Hospital with a budget of VND1,347 billion was at risk of being delayed because most of the equipment had to be imported. Some other projects such as the renovation of Phu Quoc Prison, Rach Gia Passenger Port or the Duong Dong - Cua Can - Ganh Dau route also had problems with procedures and compensation.
“The Provincial Traffic Construction Investment Project Management Board has reviewed and clearly identified each difficulty; recommended that the Provincial People's Committee promptly issue unit price norms for the missing items, and at the same time directed localities to speed up site clearance work, create a legal basis and construction conditions, and ensure the progress of public investment disbursement in 2025,” said Mr. Huynh Xuan Vu.
Deputy Secretary of the Party Committee and Chairman of the People's Committee of Chau Thanh Commune, Nguyen Van Hien, said: "From July 1, 2025 to now, public investment projects in the area have not been handed over by project management boards, so the commune has not been able to start construction, affecting the capital disbursement progress." In order for public investment in the locality to ensure the plan, according to Mr. Hien, project management boards need to hand over the site and related documents as soon as possible so that the locality can proactively organize construction, avoiding the situation of concentrating the volume at the end of the year.

In fact, not only Chau Thanh commune but many other localities in the province have also reported facing similar difficulties. Since the beginning of the third quarter of 2025, the delay in handing over projects from project management boards has prevented a series of communes from starting construction, affecting the overall progress of public investment disbursement in the province.
Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Mung said that in order to accelerate the disbursement of public investment capital in the remaining months of 2025, the Provincial People's Committee assigned the Department of Finance to regularly monitor the progress of capital allocation and adjustment. In September, any project that is behind schedule and does not meet the requirements must promptly advise on transferring capital to necessary projects with sufficient capacity to implement. In particular, 27 investors must send progress reports to the Chairman of the Provincial People's Committee no later than 3:00 p.m. every Friday, along with a detailed plan and timeline for completing each task.
Regarding site clearance, one of the current “bottlenecks”, the Provincial People’s Committee requires investors to work directly with each locality, ensuring that compensation policies for people are adequate and in accordance with legal regulations. At the same time, thoroughly handle the backlog related to the transfer of investors, construction materials and stuck projects.
