The Van Ninh - Cam Lo Expressway project has completed about 76.5% of the contract value. The three flyover locations, the QL9D flyover intersection, the Tam Hiep flyover, and the QL9 flyover are still stuck in site clearance, affecting the project's completion progress.
On the afternoon of March 9, the Government's inspection team No. 2 led by Deputy Prime Minister Nguyen Chi Dung inspected the North-South expressway project in the East, the Van Ninh - Cam Lo section through Quang Binh and Quang Tri provinces.
Mr. Nguyen Thanh Vinh, Deputy Director of the Ho Chi Minh Road Project Management Board, reported to Deputy Prime Minister Nguyen Chi Dung and the working delegation on the implementation status of the Van Ninh - Cam Lo expressway project.
After checking and listening to reports from the Ho Chi Minh Road Project Management Board, the Quang Tri Department of Construction and the Cam Lo District People's Committee on site clearance problems, Deputy Prime Minister Nguyen Chi Dung requested local authorities to urgently focus on propaganda and mobilization of people, and have a reasonable and comprehensive solution plan to ensure construction progress of the entire route.
Tomorrow (March 10), Deputy Prime Minister Nguyen Chi Dung and the working delegation will meet with leaders of the People's Committees of Quang Tri, Quang Binh, Ha Tinh provinces and the Ho Chi Minh Road Project Management Board, Project Management Board 6, and Thang Long Project Management Board on the Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, and Van Ninh - Cam Lo projects.
The North-South Expressway project, Van Ninh - Cam Lo section, is over 65.55km long. Of which, the section passing through Quang Binh province is over 33km long, and the section passing through Quang Tri province is over 32.5km long.
The project has 2 construction packages, starting on January 1, 2023. Construction package XL1 (Km 675+400 - Km 708+350) is located in Quang Binh province, constructed by the consortium of Truong Thinh Group Joint Stock Company - Truong Son Construction Corporation - Construction Joint Stock Company 368.
Construction package XL2 (Km 708+350 - Km 740+884) is located in Quang Tri province, constructed by a joint venture of Truong Thinh Group Joint Stock Company - Construction Transport Joint Stock Company No. 1 - Railway Construction Corporation Joint Stock Company.
Previously, reporting to the Deputy Prime Minister and the working delegation, Mr. Nguyen Thanh Vinh, Deputy Director of the Ho Chi Minh Road Project Management Board (investor of the Van Ninh - Cam Lo expressway project) said that up to now, the project's construction output has reached about 76.5%.
Of which, the roadbed has been completed for 59km/62.32km, the road foundation has been completed for more than 55.6km/62.32km, the ATB road surface has been constructed for more than 49.6km/62.32km, the C19 road surface has been constructed for more than 49.3km/62.32km, and the C16 road surface has been constructed for more than 44km/65.55km.
The project also implemented construction of 29/29 bridges, completed girder installation of 23/29 bridges.
According to the Ho Chi Minh Road Project Management Board, recently, contractors have mobilized human resources, equipment and taken advantage of favorable weather conditions to organize overtime work and increase shifts; simultaneously deploying construction teams for the foundation, foundation, and road surface.
The output of the North-South Expressway project, Van Ninh - Cam Lo section, has reached about 76.5%. At the construction site, contractors are deploying more than 80 construction teams for each item.
At the same time, the Ho Chi Minh Road Project Management Board chaired a meeting to discuss solutions to implement items and contractors behind schedule, striving to basically complete the project in June 2025 according to the Government's direction.
Up to now, the construction progress of the contractors basically meets the approved adjusted construction schedule.
For the remaining volume, the Ho Chi Minh Road Project Management Board is striving to basically complete it by April 30. As for the 3 overpasses, they are striving to complete it by June 30, if the locality hands over the site before March 15.
Mr. Tran Hoai Linh, Vice Chairman of Cam Lo District People's Committee, reported to the Deputy Prime Minister and the working delegation about the land clearance problems at Tam Hiep and National Highway 9A overpasses.
According to the Ho Chi Minh Road Project Management Board, 100% of the main route has been handed over, however, the Quang Tri side still has more than 0.2km of land remaining in Vinh Linh district.
In particular, on the route, there are currently 3 overpass and intersection locations through Quang Tri province that are facing land clearance problems, including: QL9D overpass in Vinh Linh district, Tam Hiep overpass and QL9A overpass in Cam Lo district.
The QL9A overpass is under construction, but the site clearance is still problematic.
In addition, the service road in Quang Binh province is still stuck for about 0.65km and in Quang Tri province for about 3km.
The Ho Chi Minh Road Project Management Board requested Quang Tri province to focus on removing obstacles and difficulties, and promptly hand over the remaining site, prioritizing the handover of the bridge abutments on March 15 and completing the handover of the construction site of the remaining piers by March 30.
The investor and project implementing units continue to closely coordinate with the locality, and at the same time direct the contractor to mobilize equipment and machinery to access the site as soon as it is handed over, simultaneously deploy construction teams, organize "3 shifts, 4 crews" of construction, and strive to basically complete the main route's traffic opening on June 30.
Also on March 9, the Government's inspection team No. 2, led by Deputy Prime Minister Nguyen Chi Dung, inspected three component projects of the North-South expressway in the East through Ha Tinh, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung.
The Deputy Prime Minister requested that investors, contractors, and supervision consultants pay attention to construction quality, especially the asphalt concrete paving of the road surface, because this is an important step that determines the quality of the highway, and not let progress affect the quality of the project.
From now until June 30 - the deadline for the entire expressway from Ha Tinh to Quang Tri to be opened to traffic, there is not much left. Units must focus on construction with the highest spirit and fastest speed to complete the target of 3,000km of expressway, to celebrate the country's major holidays in 2025.
The Deputy Prime Minister acknowledged the opinions of the Project Management Boards and contractors. The Government is assigning central ministries and branches to study the investment in completing the Eastern North-South Expressway (phase 2).
