Participating in the discussion at group 2 were delegates of the Provincial People's Council from the constituencies of districts and towns: Nam Dan, Hoang Mai, Hung Nguyen, Dien Chau, Quynh Luu. Mr. Ho Sy Nguyet - Vice Chairman of the People's Committee of Quynh Luu district chaired the discussion at the group.

At the discussion session, delegates basically agreed with the report and assessment of the direction and implementation of socio-economic goals and targets in the first 6 months of the year; directions and tasks for the last 6 months of 2024 of the Provincial People's Committee. There were some bright spots such as the number of visitors and tourism revenue increased by more than 41% over the same period; budget revenue reached nearly 75% of the yearly plan.

However, according to delegate Nguyen Thi Quynh Hoa (Quynh Luu), the service sector is slowing down, people's purchasing power is decreasing. According to the delegate: "Observing Vinh City, this is very clear. Many stores on many major streets are returning premises and leasing kiosks. The Provincial People's Committee and relevant sectors need to have solutions to restore production and business activities."

Regarding the disbursement of national target programs, delegate Nguyen Thi Quynh Hoa said that the achievement was low, basically implementing the capital sources in 2022 and 2023 transferred to 2024. The capital sources in 2024 have almost not been implemented. The main reason, according to the delegate, is due to procedural changes compared to previous years. Therefore, the Provincial People's Committee is requested to pay attention to urging and directing the branches and localities to implement.

One of the issues that delegate Ha Xuan Quang (Dien Chau) was concerned about was attracting skilled workers to industrial zones. In the trend of Nghe An accelerating FDI attraction, local labor recruitment has revealed both short-term and long-term difficulties.

“The problem here is what solutions do we need to improve the quality of vocational training and expertise for workers. Because currently, businesses attract workers who require very high skills,” said delegate Ha Xuan Quang.

The shortage of domestic water, especially in rural areas, has also been reported and mentioned by elected provincial People's Council delegates in Quynh Luu, Dien Chau and Hung Nguyen districts.

According to delegate Nguyen Thi Huong (Hung Nguyen): The implementation of water plant construction has many difficulties and problems. Currently, in Hung Nguyen district, there are communes in the inner areas that do not have clean water sources such as Chau Nhan and Hung Nghia, voters have many opinions.
Another issue that many local leaders are concerned about and have expressed their opinions on is the shortage of officials. According to delegates, in 2023, the Provincial People's Council issued a Resolution on the allocation of commune-level civil servants. However, there is currently no document guiding the implementation, causing difficulties in localities.

Chairman of the People's Committee of Hoang Mai Town Nguyen Huu An said: In fact, Hoang Mai Town is currently lacking 34 commune-level officials but cannot supplement them yet. He requested the Provincial People's Committee and relevant departments to issue guidance documents, or transfer and arrange staff in surplus areas to create conditions for localities to have enough human resources to perform their tasks.

In the field of culture and society, many delegates commented on policies to support the development of rural industries in the province. On July 12, 2019, the Provincial People's Council issued Resolution No. 06/2019/NQ-HDND on a number of policies to support the development of rural industries in Nghe An province. According to the provisions of Clause 3, Article 2 of Resolution No. 06: "Investing in building infrastructure for craft villages: Support 2 billion VND/craft village in the plains and 3 billion VND/craft village in the mountainous areas to invest, renovate, upgrade and complete the infrastructure of craft villages: Roads, electricity, clean water; drainage system; construction of centers, points of sale and introduction of craft village products". However, Quynh Luu and Nam Dan districts have filed documents for 12 craft villages (Quynh Luu: 9 craft villages; Nam Dan: 3 craft villages) to request support, but so far they have not received support according to the provisions of Clause 3, Article 2 of Resolution No. 06 of the Provincial People's Council. The delegates requested the Provincial People's Committee to consider supporting funding for infrastructure investment for these craft villages. If the provincial budget is difficult, the delegates requested the Provincial People's Council to direct the Provincial People's Committee to review and evaluate the feasibility of the Resolution to adjust it to suit the reality.
