Expanding support scope
The new policy not only continues to support disadvantaged students but also encourages young people to study highly applicable majors, contributing to the formation of quality STEM human resources for the future. For a province with many difficulties like Ca Mau , this is considered a breath of fresh air, adding motivation and confidence to students on the path of education.
Decision 29/2025/QD-TTg adds credit for STEM students, supports learning and orients socially needed careers.
Immediately after the Prime Minister issued Decision No. 29 (August 28, 2025), the Vietnam Bank for Social Policies (VBSP) issued a document guiding its implementation. Mr. Nguyen Thanh Dong, Director of the VBSP Ca Mau, said: "This policy is both timely and practical in supporting students in difficult circumstances, while also orienting their studies towards social sectors in need."
The new highlight is the expanded scope: not only college and university students, but also domestic STEM graduate and doctoral students are eligible for loans. However, to ensure quality, there are additional conditions such as 12th grade students must have good academic performance or higher (or an average score of 8.0 in natural subjects), and students from year 2 must have excellent grades.
In particular, students can borrow not only tuition fees but also living expenses, up to 5 million VND/month, with flexible receiving forms according to their needs. Preferential interest rates of only 4.8%/year and repayment only start after 12 months from graduation, creating conditions for students to stabilize their lives before repaying the loan.
Supporting STEM human resources for the future
Over the past 20 years, the student loan policy has helped many young people in Ca Mau have the opportunity to study at university, find stable jobs, and even return to build their hometown. With the expansion to STEM fields, the policy promises to empower many students to boldly choose the scientific path, which is challenging but promising.
Thousands of students in the province have realized their dream of going to university thanks to support from the student credit policy.
Mr. Nguyen Chi Hai (Bao Ke hamlet, Luong The Tran commune) shared: “My wife and I work for hire, our income is not high. My eldest daughter is in her 4th year at the Western University of Construction, and our family is borrowing nearly 120 million VND from the program. Without this loan, my child would not have been able to continue studying until now.” The case of Nguyen Kim Khanh, Mr. Hai’s daughter, is one of many students who have been supported by this humane policy.
" This is not simply a lending activity, but an investment for the future. The bank will closely coordinate with schools and local authorities to provide timely and transparent information, ensuring that students in need and eligible have access to capital," affirmed Mr. Nguyen Thanh Dong, Director of the Ca Mau Social Policy Bank.
The policy of expanding credit for STEM students not only has educational significance but also shows the Government’s concern for the young generation. In Ca Mau, where many families are still in difficulty, each loan is a ray of light to help children rise up with knowledge.
