Announcement of the conclusion of the 22nd session of the Provincial Party Committee's Inspection Commission

On December 8, 2023, the Provincial Party Committee's Inspection Commission issued Notice No. 104-TB/UBKTTU announcing the conclusion of the 22nd session of the Provincial Party Committee's Inspection Commission. The content of the conclusion notice clearly states:

On December 4, 2023, the Provincial Party Committee's Inspection Commission (PCI) held its 22nd meeting to give opinions on the following contents: (1) reviewing and proposing disciplinary action against individuals directly responsible for projects and bid packages implemented by the International Progress Joint Stock Company ( AIC ); (2) reviewing and giving opinions on the supervision of the Standing Committee of the District Party Committee, the Standing Committee members of the Yen Khanh District Party Committee and a number of related individuals; (3) reviewing and concluding two supervisions: on the Standing Committee of the Ninh Binh City Party Committee and a number of related individuals; on the Party Cell of the Department of Science and Technology of Ninh Binh province and a number of related individuals.

After discussion, comrade Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission, chaired the meeting and on behalf of the Provincial Party Committee's Inspection Commission unanimously concluded:

1. Regarding the review and proposal for disciplinary action against individuals directly responsible for projects and bid packages implemented by AIC Company

Pursuant to the conclusion of the 22nd session of the Provincial Party Committee's Inspection Commission on reviewing and proposing disciplinary action against individuals directly responsible for projects and bid packages implemented by AIC Company; after reviewing the Report proposing disciplinary action against comrades Tran Van Doanh, Le Hoang Nam, Nguyen Khanh Chau, Bui Khac Me, the Provincial Party Committee's Inspection Commission found that: The shortcomings and violations of the above comrades are serious, reducing the prestige of themselves and the Party organization of the agency where they live and work. Compared with Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo regulating disciplinary action against violating Party organizations and Party members, the violations of 4 comrades were to the extent that disciplinary action must be taken in the form of a Warning .

However, considering the mitigating circumstances of the disciplinary level according to regulations, recognizing the contributions of the comrades to the health care cause, at the same time demonstrating humanity associated with the historical context, analyzing the effects and effectiveness of disciplinary action in the Party, the Provincial Party Committee's Inspection Commission voted to decide to discipline the above 4 comrades in the form of a reprimand .

The shortcomings and violations of the above 4 comrades occurred in the period 2010-2015, from the time the violation occurred until the Provincial Party Committee's Inspection Commission concluded that the violation had expired the disciplinary statute of limitations for violations by Party members to the extent that the disciplinary measure of reprimand must be applied according to the provisions of Point b, Clause 2, Article 4, Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo on the statute of limitations for disciplinary action. Therefore, the Provincial Party Committee's Inspection Commission decided: not to discipline the above 4 comrades.

2. Review and comment on the supervision of the Standing Committee of the District Party Committee, the Standing Committee members of the Yen Khanh District Party Committee and a number of relevant individuals, The Provincial Party Committee's Inspection Commission found that in addition to the advantages , the Standing Committee of the District Party Committee, the Standing Committee of the Yen Khanh District Party Committee and some individuals still had limitations and shortcomings in leading and directing the implementation of the monitored contents. The Provincial Party Committee's Inspection Commission requested the Monitoring Delegation to absorb the opinions expressed, and at the same time explain and clarify some contents discussed at the Session and report to the Provincial Party Committee's Inspection Commission according to regulations.

3. Reviewing the results of monitoring party organizations and party members, the Provincial Party Committee's Inspection Commission found that in addition to the basic advantages, the Standing Committee of the City Party Committee and the Standing members of the Ninh Binh City Party Committee also have some limitations and shortcomings in leading, directing and implementing the Party and State's regulations on declaring and controlling assets and income of cadres and party members under their authority.

The Party Cell of the Department of Science and Technology of Ninh Binh province and some related individuals still have some limitations and shortcomings in inspection and supervision work; personnel work; management and use of financial resources; in slow review, revision and supplementation of internal spending regulations; implementation of science and technology tasks; and management of construction investment.

The Provincial Party Committee's Inspection Commission requested that the supervised party organizations and party members continue to promote their strengths, promptly lead and direct serious reviews, draw profound lessons, and well implement the contents that have been pointed out.

4. Also at this session, the Provincial Party Committee's Inspection Commission reviewed and commented on the draft Inspection and Supervision Program for 2024 of the Provincial Party Committee's Standing Committee and reviewed and decided on a number of other important contents.
