Agree to propose the Prime Minister to recognize Trieu Son district as meeting the standards of an advanced new-style rural district in 2024.

On the morning of December 13, in Hanoi, the Central Appraisal Council held a conference to consider and recognize Trieu Son district as meeting advanced NTM standards in 2024. Comrade Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development , Chairman of the Central Appraisal Council chaired the conference.

Overview of the conference.

Attending the conference were comrade Le Duc Giang, Provincial Party Committee member, Vice Chairman of Thanh Hoa Provincial People's Committee and leaders of relevant departments, branches and localities of the province.

Immediately after reaching the NTM target in 2020, Trieu Son district continued to focus on organizing the implementation of advanced NTM construction. With many effective methods, up to now, the district has developed comprehensively and sustainably, with a synchronous and modern socio -economic infrastructure.

The construction planning of Trieu Son district to 2045 has been approved by the People's Committee of Thanh Hoa province; the district has 24 communes with approved general planning projects for commune construction in the period 2021-2030; 2 towns and 8 communes with approved general urban planning projects by the People's Committee of the province. The rural traffic system in the area has been invested synchronously; many key traffic projects have been implemented.

Director of Thanh Hoa Department of Agriculture and Rural Development Cao Van Cuong reported on the results of building advanced new rural areas in Trieu Son district.

In the period of 2022-2024, the movement of donating land to expand rural roads in the district has received high consensus among the people, creating a great momentum in the construction of advanced new rural areas. Up to now, the whole district has donated about 700,000m2 of land to expand more than 500km of roads, a bright spot in the province in the movement of donating land to expand roads.

The district has always maintained a high economic growth rate, being in the top of the province for many consecutive years. The average annual growth rate of production value in the period 2021-2024 reached 10.93%, ranking 7th in the province. The scale of production value at current prices in 2024 reached 23,246 billion VND, ranking 8th in the province. The proportion of agriculture, forestry and fishery in 2024 accounted for 16.26%; industry - construction accounted for 60.1%; service sectors accounted for 23.64%.

Agricultural production develops towards commodity and organic; the value of products per hectare of cultivated land and aquaculture reaches 151 million VND. Forming and developing a number of large-scale concentrated crop production areas. Industry and construction grow strongly, with an average annual growth rate of 13.93% in the 2021-2024 period. The district is planned to have 1 industrial park and 9 industrial clusters.

The investment and business environment has been improved. In the period of 2011-2024, the total mobilized development investment capital reached over 23 trillion VND, ranking 6th in the province; attracting investment in 32 projects, with a total registered capital of over 3,700 billion VND.

The quality of cultural activities is increasingly improved. The quality of education is always among the top in the province. Modern medical facilities and equipment are invested. Social security is guaranteed, the poverty rate has decreased to 0.87%. The average income per capita in 2024 will reach 67.38 million VND, higher than the average of the province of 6.52 million VND. Over 97.9% of household waste is collected and treated according to regulations; the rate of households classifying solid waste at source is 71.94%.

Representative of the Central Appraisal Council reported the appraisal results of the implementation of the New Rural Area Program in Trieu Son district.

Trieu Son district has 32/32 communes meeting the new rural standards (100%); 17/32 communes meeting the advanced new rural standards (53.13%); 2/32 communes meeting the model new rural standards (6.25%); 2/2 towns meeting the civilized urban standards. The district maintains the standards of 9/9 new rural district criteria, and 9/9 advanced new rural district criteria. The rate of people's satisfaction with the construction of advanced new rural areas in the district is 99.99%. The total mobilized resources for the construction of new rural areas in Trieu Son district in the period of 2011-2024 is 15,525 billion VND.

Based on the reports and comments at the conference, members of the Central Appraisal Council assessed that Trieu Son district has made a strong breakthrough in implementing the new rural areas and advanced new rural areas. Delegates also contributed some opinions on focusing on developing 4-star and 5-star OCOP products; developing sustainable agriculture associated with environmental protection; focusing on digitalization and greening in performing tasks and movements; developing spiritual tourism, eco-tourism... so that the district can continue to build sustainable new rural areas and improve the quality of advanced new rural criteria.

On behalf of the Steering Committee of the National Target Program on New Rural Construction in Thanh Hoa province, Vice Chairman of the Provincial People's Committee Le Duc Giang thanked and accepted the comments of the members of the Central Appraisal Council.

He also informed the conference about the outstanding features of Trieu Son district and the district's creative ways of implementing the land donation movement and performing tasks; discussed and clarified the issues raised by the Appraisal Council. At the same time, he directed Trieu Son district to complete the dossier to submit to the Prime Minister for recognition of the district as meeting the advanced NTM standards in 2024.

Concluding the conference, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam agreed with the opinions of the Council members to propose the Prime Minister to recognize Trieu Son district as an advanced NTM district in 2024.

He requested the government and people of Trieu Son district to continue to unite, join hands and be unanimous to improve and enhance the quality of the criteria for building advanced new-style rural areas, towards urban development. The district will complete the dossier to submit to the Prime Minister for recognition of the district as meeting advanced new-style rural standards in 2024 and continue to implement solutions to maintain and improve the quality of advanced new-style rural criteria in the coming time.
