Deputy Minister of Education and Training: Plan to rearrange the salary table for some teaching positions

At the press conference, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, informed about the promulgation of the Law on Teachers to continue to fully legalize the Party and State's viewpoints on teachers, especially the viewpoint that education development is the top national policy, and teachers play a decisive role in ensuring the quality of education.

Many salary and support policies for teachers

With a constructive perspective, the law aims to build a team of teachers, attract and retain people with capacity, intelligence and enthusiasm to join the industry, stay in the industry to contribute to the cause of education and training, in order to attract and develop a team of teachers to meet new requirements...

According to Mr. Thuong, with 1.6 million teachers, the law will create an important legal corridor, complete and better policies for teachers to feel secure in their work and dedicate themselves to their profession. In which, it will establish a full legal position for teachers in both public and non-public educational institutions.

For the first time, non-public teachers are recognized as specialized practitioners with similar professional standards, rights and obligations.

Increase teachers' initiative and creativity, protect teachers in their professional activities; regulate teachers' ethics with specific rules of conduct and exemplary responsibility.

In particular, the Law on Teachers improves income policies for teachers, with salaries ranked highest in the salary scale system.

The Government is assigned to specify detailed salary policies for teachers.

According to the Deputy Minister, the Ministry of Education and Training is urgently developing and completing a draft decree regulating policies on salaries, allowances, and support regimes to attract teachers, ensuring consistency when the law comes into effect.

Specifically, the ministry will advise the Government to rearrange the salary tables of a number of teaching positions, such as preschool teachers, general education teachers, university preparatory teachers, grade IV vocational education teachers, etc. to ensure consistency in salary tables applied to professional positions of teachers, civil servants, and other sectors and fields.

Teachers also enjoy special allowances, responsibilities, incentives, subsidies for disadvantaged areas, inclusive education subsidies, seniority, mobility, etc. This ensures teachers' living standards, helps teachers feel secure in their work, contribute, and increase their overall income.

Attracting high-quality human resources to the education sector

In addition, the law supplements policies to support and attract teachers to meet the demand for high-quality human resources to work in the industry. This includes support for public housing and rent for teachers in particularly difficult areas; periodic health benefits, and vocational training regardless of public or non-public sectors...

Preschool teachers who wish to retire up to 5 years earlier without a reduction in pension if they have paid social insurance for 15 years; in which, professors, associate professors, doctors or teachers working in specialized fields can retire at an older age to retain talent.

The law also stipulates standards for teaching staff and staff development to improve the quality of education. This is to create a common quality level for the entire staff, ensure fairness, increase transparency, recruitment must be linked to pedagogical practice, ensure quality input, appropriate to each level of education and training level.

Teachers have the responsibility to maintain professional ethics and have strict sanctions for violations by teachers.

Notably, Mr. Thuong said that the law gives the education sector the initiative in recruiting and using teachers. In particular, the Minister of Education and Training will regulate the authority to recruit teachers in preschool, general education, and continuing education institutions.

According to Mr. Thuong, the summary of the first 6 months of the year shows that the number of student applications to Hanoi Pedagogical University has increased significantly, one of the reasons is the passing of the Law on Teachers.

In the coming time, the Ministry of Education and Training will advise on building a resolution on educational and training breakthroughs, with the foundation of creating a team and force of teachers for the development of the education sector.
