Departments and branches have informed localities about 5 storm shelters. for fishing boats has been announced by the Ministry of Agriculture and Environment and 76 anchorage points, natural locations with favorable conditions for boats to take shelter from storms.
Localities have proactively informed aquaculture, production and breeding facilities in their management areas about storm No. 3 , proactively taking prevention and control measures, and absolutely not allowing people on fishing boats, cages, and aquaculture watchtowers.
The Ha Long Bay Management Board coordinated to prepare plans for human resources and materials to be ready for rescue, relief and recovery after the storm. Ports, facilities, agencies, units and individuals involved in the exploitation, transportation, transfer and use of gasoline and oil ... are regularly on duty to be ready to respond to oil spills when they occur. Oil and gas trading vessels are ordered to move to anchor securely at ports, wharves and storm shelters. Warehouses and gas stations check grounding systems, lightning protection and drainage systems to prevent flooding. Functional forces such as the Border Guard, Fisheries Surveillance, Militia and Self-Defense Force, and shock troops have been activated, ready to deploy rescue measures when situations arise.
Particularly in Van Don special economic zone, ships have been securely anchored at Cai Rong port and Ao Tien high-class port.
After listening to the preliminary report of Quang Ninh province and inspecting the actual situation at Cai Rong port and Ao Tien high-class port, Deputy Minister Phung Duc Tien highly appreciated the proactiveness and drastic action of Quang Ninh province in the work of preventing and fighting storm No. 3, at the same time, requested to continue to carefully review the prepared plans to ensure readiness to respond to the worst situation, minimizing damage to people and property when the storm makes landfall.
He requested that Quang Ninh province absolutely not be subjective and negligent, but must proactively review and prepare a full response plan according to the "4 on-site" motto. To ensure the safety of people's lives, the Deputy Minister of Agriculture and Environment Localities are required to closely monitor weather developments, proactively evacuate people from dangerous areas, areas at risk of landslides, deep flooding or direct impact of strong waves and winds, not to be subjective, not to be passive.
