Deputy Minister of Industry and Trade proposes solutions to cope with the risk of power shortage

How to cope with the risk of power shortage?

The proposed solutions are to ensure the operation of power plants, fix problems of generators; units must ensure enough fuel for power generation, first of all, supplying coal and oil; mobilizing gas fuel sources; regulating hydroelectric reservoirs in a reasonable manner; thoroughly saving electricity; and soon agreeing on prices to bring wind and solar power into the grid.

“However, if we ensure that the generators have no problems, operate well, have enough fuel, regulate the reservoirs properly and save electricity well, we will overcome the difficulties of electricity supply,” said Mr. An.

Along with that, Mr. An also said: "An equally important solution is that agencies, units, businesses and people must thoroughly save electricity. This is the last solution but a very important solution to ensure energy security."

In addition, the Ministry of Industry and Trade also directed EVN to urgently negotiate prices and temporary prices for transitional projects and renewable energy projects, and promptly complete legal procedures to connect to the grid.

The estimated price of the projects is 50% of the price framework for transitional renewable energy projects of the Ministry of Industry and Trade. According to the electricity price framework of the Ministry of Industry and Trade, the electricity purchase price of transitional projects ranges from 1,508 to 1,816 VND per kWh, the estimated price of the above projects is about 754 to 908 VND per kWh (excluding VAT).

According to the Ministry of Industry and Trade, as of May 26, 52/85 transitional solar and wind power plants with a total capacity of 3,155 MW (accounting for 67%) have submitted their applications to EVN. Of these, 42 plants are negotiating electricity prices with EVN; 36 plants have proposed a temporary electricity price equal to 50% of the price frame as a basis for mobilization.

“Currently, 16 projects have registered to connect to the grid, 5 projects have completed all documents and are qualified to generate commercial electricity. The total capacity of the 5 plants is 351 MW and will be connected and put into operation next week. This number is still too low compared to reality,” said Mr. An.

According to the Ministry of Industry and Trade's calculations, there are still 33 power plants with a total capacity of 1,581 MW that have not yet submitted negotiation documents (accounting for about 33%). In addition, many investors have violated legal regulations on planning, land, construction investment... so they have not met legal procedures and cannot negotiate prices with EVN.

“Therefore, we request investors to make efforts to complete legal procedures to put the project into commercial operation soon. We have not yet calculated whether there will be a power outage, but we are still ready for more extreme scenarios,” said Deputy Minister Dang Hoang An.

Why the power shortage?

Deputy Minister of Industry and Trade Dang Hoang An said that this year the water volume in all hydroelectric reservoirs has decreased by more than 50% compared to the same period every year.

The power supply situation is sometimes complicated.

In particular, the country currently has 13/47 hydropower reservoirs belonging to EVN and investors outside EVN that have reached or below the dead water level (total capacity of about 4500 MW). Among them are large hydropower reservoirs of EVN such as: Lai Chau , Tri An, Ialy, Ban Chat, Huoi Quang, Trung Son, Buon Kuop, Buon Tua Srah, Srepok 3, Song Ba Ha.

The remaining output in the entire system is 4.5 billion kWh, 1.6 billion kWh lower than planned, 4.1 billion kWh lower than the same period in 2022. During the peak hot months of May, June and July, especially during peak electricity consumption hours, the risk of power shortage is present.

According to Mr. Dang Hoang An, the North is currently experiencing high temperatures, the demand for electricity for people's consumption is very large, especially electricity for air conditioning.

“ The load in the first four months of the year was relatively light, but the load in May accounted for 818 million kW of electricity per day. Last week alone, the largest electricity consumption output was 44,666 MW, an increase of 18% over the same period last year. Notably, on May 19, a record of 923.9 million kWh was set. In such a context, the electricity supply situation is also complicated ,” Mr. An analyzed.

Explaining further the cause of the power shortage, Mr. An said that along with the increasing demand for electricity in production, business and consumption, EVN is also facing difficulties because some large-capacity generators have been under repair for a long time but have not been completed.

“ Currently, 4 units with a total capacity of more than 2000 kW/h are under repair and have not been completed, including: 1 unit of Nghi Son 2 plant; 1 unit of Vung Ang 1 plant; 1 unit of Pha Lai plant; 1 unit of Cam Pha plant. This is the reason why the power shortage situation is becoming more and more tense, ” Mr. An informed.
