Prime Minister: Identify more clearly the barriers and bottlenecks in private economic development

The Prime Minister said that according to a survey report, business confidence in Resolution 68 is at an expected level, however, businesses are still skeptical about the effectiveness and the ability to actually spread the policies, and the situation of "hot above, cold below."

On the evening of August 4, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development (Steering Committee), chaired the First Meeting of the Steering Committee.

Also attending were Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee; Steering Committee members who are leaders of ministries, branches, central agencies; leaders of a number of provinces, cities and business associations.

Opening the session, Prime Minister Pham Minh Chinh said that the policy of developing the private economy has been proposed and implemented by the Party and the State for many years. Recently, the Politburo, the National Assembly, and the Government have issued new resolutions to create breakthroughs in developing the private economy, in line with the new context and situation of the country and the world.

Specifically, on May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development.

To implement Resolution No. 68-NQ/TW, the National Assembly issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development; then the Government issued Resolution 139/NQ-CP on the Government's Plan to implement Resolution No. 198/2025/QH15 of the National Assembly.

To implement the Resolutions of the Politburo, the National Assembly, and the Government on private economic development, the Politburo and the Secretariat held a national conference to disseminate and implement the Resolutions; the Government chaired a discussion on the Resolutions.

In Resolution 138/NQ-CP promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TW, there are 56 tasks, Resolution 139/NQ-CP of the Government has 26 tasks; 11 ministries and branches have been assigned to preside, of which 17 tasks have a deadline to be completed in 2025. To date, only 6 tasks have been completed, and 11 tasks must be completed from now until the end of the year.

The Prime Minister requested members of the Steering Committee to review, supplement, and deploy tasks and solutions within their authority; action plans of ministries, branches, and localities; achieved results, existing problems, and causes; more clearly identify barriers and bottlenecks in institutions and laws, and propose solutions to remove them.

In particular, the Steering Committee needs to clearly assess the level and trust of businesses and society in this Resolution; the participation and involvement of businesses; at the same time, propose solutions to encourage, facilitate, motivate, and inspire private businesses to participate in this work, because the State plays a role in creating and building institutions, proposing mechanisms and policies to promote private economic development.

The Prime Minister said that according to the survey report, business confidence in Resolution 68-NQ/TW is at the expected level, however, businesses are still skeptical about the effectiveness and the ability to actually spread the policies, and the situation of "hot above, cold below."

The spirit of all for the people and businesses is still limited, many officials have not yet fully grasped the spirit of the Resolution, leading to limited support. 50% of surveyed businesses assessed that local support for businesses still has many weaknesses.

Therefore, the Prime Minister requested the Steering Committee to deploy tasks and solutions, create momentum, confidence and movements to implement the Resolutions on private economic development, especially mobilizing the participation of people and businesses, in the spirit of "high determination, great efforts, drastic actions, focused actions, finishing each task, not spreading out", assigning "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority;" thereby urging and strengthening supervision and inspection.

The Prime Minister requested to strengthen inspection and supervision with the spirit of all to ensure that the apparatus operates smoothly, substantially, effectively, without formality, without chasing after achievements. Thereby, creating changes, movements, trends, with the ultimate goal, the measure of effectiveness being the development of enterprises, contributing to economic development, the contribution of enterprises to GDP, developing science and technology, innovation, increasing labor productivity, contributing to making the people rich, the country strong...
