Attending the Congress were former Politburo member, former National Assembly Chairman Nguyen Sinh Hung; former Politburo members; Deputy Prime Minister Le Thanh Long; leaders of central departments, ministries, branches, agencies; leaders of provinces and cities. Notably, the Congress was attended by 487 official delegates, representing more than 240,000 party members in the entire Thanh Hoa Provincial Party Committee.

Strive to be among the leading provinces in the country
With the theme: "Solidarity, discipline, responsibility, creativity, development", the Thanh Hoa Provincial Party Congress has the following tasks: Summarizing the implementation of the Resolution of the 19th Congress, term 2020 - 2025 and setting out tasks, goals, and solutions for the term 2025 - 2030; approving the report synthesizing comments on the draft documents submitted to the 14th National Congress of the Party; electing the Executive Committee of the Thanh Hoa Provincial Party Committee, term XX, term 2025 - 2030; Electing the Delegation of the Thanh Hoa Provincial Party Committee to attend the 14th National Congress of the Party.
The Congress assessed that in the 2020-2025 term, in the context of many advantages, difficulties and challenges intertwined; with the attention, leadership, direction and support of the Central Government, the Party Committee, the government, the army and the people of all ethnic groups in the province have strived to carry out the tasks and achieved important and quite comprehensive results, with an expected 23/27 targets to be achieved and exceeded.
The work of building and rectifying the Party and the political system has been comprehensively implemented; solidarity and unity within the Party have been strengthened; people's trust in the Party, the State, Party committees and authorities at all levels has been enhanced. The average growth rate of gross regional domestic product (GRDP) in the 2021 - 2025 period is estimated at 10.24%, ranking 4th in the country; the scale of GRDP in 2025 is 1.9 times higher than in 2020, ranking 8th in the country; GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times higher than in 2020.
Frankly stating the shortcomings and limitations that need to be overcome in the 2020-2025 term, the Provincial Party Congress set out tasks and solutions for the 2025-2030 term. In particular, the Thanh Hoa Provincial Party Committee continues to build a clean and strong Party and political system; maintain an annual growth rate at double digits; turn Thanh Hoa into one of the major centers of the region and the country in energy industry, processing and manufacturing industry, large-scale agriculture with high added value, tourism, and logistics services. Striving to make Thanh Hoa one of the leading provinces in the country by 2030, and to become a rich, civilized, and happy province by 2045.
In particular, Thanh Hoa strives to achieve an average GRDP growth rate of 11% or more in the 2026 - 2030 period; average income per capita in 2030 reaching 90 million VND or more; the proportion of added value of the digital economy in GRDP in 2030 reaching 30%; investment capital implemented in the area in 5 years (2026 - 2030) reaching 840 trillion VND or more; value of exported goods in 2030 reaching 15 billion USD or more; urbanization rate in 2030 reaching 50% or more; the rate of grassroots party organizations completing their annual tasks well reaching 90% or more.
Achieved many important results, contributing to the overall achievements of the whole country.
On behalf of the Party and State leaders, in his congratulatory speech and direction of the Congress, Comrade Pham Minh Chinh, Politburo member and Prime Minister, expressed his joy and emotion at attending the 20th Thanh Hoa Provincial Party Congress in the atmosphere of the whole country enthusiastically competing to achieve achievements to welcome the Party Congresses at all levels, towards the 14th National Party Congress. This is a political event of special importance, a milestone marking a new development step of Thanh Hoa province on the journey of accompanying the nation, firmly entering the new era.
On behalf of the Party and State leaders, General Secretary To Lam and Prime Minister Pham Minh Chinh sent to the leaders, former leaders of the Party, State and Thanh Hoa province, delegates, distinguished guests and 487 delegates, representing the will and aspirations of more than 240,000 Party members in the entire Party Committee, their respectful greetings, affectionate regards and best wishes.
Prime Minister Pham Minh Chinh emphasized that Thanh Hoa is a land of "spiritual land and talented people", rich in historical and cultural traditions; the origin of the ancient Vietnamese people with the brilliant Dong Son culture; the birthplace of many heroes and great men whose names and careers have contributed to glorifying their homeland and country; and at the same time, it is also a place where a treasure trove of rich, unique and diverse tangible and intangible cultural heritage converges.
With a long history that has forged the glorious tradition and good nature of the people here, Thanh Hoa people are industrious, hard-working, loyal, studious, diligent, creative in labor; brave, resilient in combat, upright, straightforward, loyal, and affectionate; always loving, united, and helping each other, especially in difficulties and hardships...
During the nation's long resistance wars, the ethnic people of Thanh Hoa province, under the leadership of the Party, together with the people of the whole country, established many glorious feats; contributed human and material resources; were ready to fight and sacrifice in bombs and bullets; and devoted all their efforts to support the front line, including 55,977 martyrs, 43,610 wounded soldiers, 4,634 heroic Vietnamese mothers, hundreds of groups and individuals were awarded the title of Hero of the People's Armed Forces, Hero of Labor. It can be said that, throughout the historical periods, generations of Thanh Hoa's children have always known how to sacrifice and are ready to sacrifice for the nation, for the country, for the eternal existence of the country.
On behalf of the Party and State leaders, comrade Pham Minh Chinh highly appreciated the Standing Committee of Thanh Hoa Provincial Party Committee for directing the good implementation of the organization of party congresses at all levels, towards the 20th Provincial Party Congress, ensuring compliance with regulations and instructions of the Central Committee; and preparing the Congress documents in a serious, methodical, elaborate, scientific manner, according to regulations, close to reality, closely following the spirit of the draft documents of the 14th National Party Congress.
The Prime Minister affirmed that, looking back at the 2020-2025 term, Thanh Hoa has achieved very important and quite comprehensive results in most fields, notably in 6 points.
Firstly, the Thanh Hoa Party Committee has led the government, army and people in the province to overcome many difficulties, challenges and complicated issues, especially the COVID-19 pandemic, natural disasters, extreme storms and floods...
Second, focusing on comprehensively implementing Party building and political system building work; seriously, urgently, and resolutely arranging the organization and operation of two-level local governments; gradually improving the operational efficiency of the political system, especially grassroots governments.
Third, GDP maintained a high growth rate, with an average growth rate of 2 digits (10.24%) during the period, ranking 4th in the country. The economic structure shifted in the right direction, with industry and construction (51%), services (37%) and the proportion of agriculture gradually decreasing. Annual budget revenue was among the top 10 provinces and cities in the country.
Fourth, the infrastructure is increasingly improved, improving the quality and efficiency of the five modes of transport, especially highways and inter-provincial roads. Socio-economic infrastructure is focused on, investment resources are prioritized, and a number of key transport projects have been put into operation. Healthcare infrastructure, educational infrastructure, cultural infrastructure, and energy infrastructure are increasingly consolidated and enhanced.
Fifth, the implementation of social security policies and new rural construction is always among the leading groups in the country. The poverty rate decreases by an average of 1.56% annually (currently, multidimensional poverty is 0.52% in 2025, lower than the national average of 1.3%). Eliminate 14,780 temporary and dilapidated houses. 99.8% of families with meritorious services have a standard of living equal to or higher than the average of local residents. People's lives, especially ethnic minorities, mountainous areas, remote and isolated areas, have gradually improved.
Sixth, national defense and security are strengthened, firmly ensuring national sovereignty and border security; the all-people national defense posture associated with the people's security posture and the solid people's hearts posture are increasingly consolidated and strengthened. Social order, security, safety and public safety are increasingly improved. Foreign relations and international cooperation are deepened, especially with Laos.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the important results that the Party Committee, Government and people of all ethnic groups in Thanh Hoa province have achieved in the past term, contributing to the common achievements of the whole country.
In addition to the achievements, the Prime Minister agreed with and appreciated the frank recognition of the limitations and weaknesses pointed out in the Political Report and emphasized 3 more points:
Firstly, the leadership capacity and fighting strength of a number of party organizations and party members have recently revealed many limitations. Many cadres who violated discipline must be dealt with, including criminal prosecution.
Second, the principle of democratic centralism is sometimes and in some places implemented in a formal way, not truly profound; solidarity is present but not yet strong.
Third, Thanh Hoa's unique potential, outstanding opportunities, and competitive advantages have not been fully exploited, especially human resources with a population of more than 4.3 million people. Growth is high but not sustainable, and budget revenue mainly relies on Nghi Son economic zone.
The Prime Minister basically agreed with the five lessons that had been pointed out, and emphasized the following points:
Firstly, grasp the situation, closely follow the policies, viewpoints and directions of the Party, regularly and directly by the Politburo, the Secretariat, headed by the General Secretary; from there apply flexibly, appropriately to the practical situation of the locality; respond to policies proactively, promptly, appropriately, flexibly and effectively. Most importantly, maintain courage, creativity, confidence, not be subjective in the face of favorable conditions, but also not be pessimistic in the face of difficulties.
Second, imbue the idea of "people are the root" in all activities; because strength comes from the people. We must be receptive to listening to the people, respect the people, be for the people, ensure that all policies are directed towards the people and all people enjoy the fruits of innovation, development, and the activities of Party committees at all levels and state management organizations.
Third, solidarity plays an important role, deciding success and failure. We must strengthen solidarity within the Party, among the people, among ethnic groups in the whole province and in the whole society. Uncle Ho once advised to preserve solidarity and unity within the Party as "preserving the apple of one's eye".
The Prime Minister recalled that during his lifetime, President Ho Chi Minh - the great teacher of the Vietnamese Revolution, the national liberation hero, the world cultural celebrity of Vietnam, visited Thanh Hoa four times and sent many letters of encouragement, greetings and praise. During his last visit, in 1961, at the provincial stadium, Uncle led the people of Thanh Hoa to sing the song "Solidarity" - expressing his wishes and aspirations for strengthening solidarity within the Party Committee and the people of all ethnic groups in Thanh Hoa province.
5 key tasks in the new development stage
Entering a new development stage, in the context of more difficulties and challenges than opportunities and advantages; the Prime Minister basically agrees and highly unifies with the viewpoints, directions and development goals stated in the Document submitted to the Congress; at the same time, emphasizes the following 5 key tasks:
Firstly, build Thanh Hoa into a "model province" according to President Ho Chi Minh's instructions. Accordingly, it is necessary to focus on thoroughly grasping and effectively implementing the Resolution and Action Program of the 14th National Party Congress and the 20th Provincial Party Congress; urgently and synchronously implement recent strategic decisions of the Politburo in key areas. Conduct a preliminary review and assessment of Resolution 58 dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030 with a vision to 2045; Resolution 37 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province to continue reviewing, adjusting, and building development programs and plans of the province in accordance with the country's general development strategy in the new context, building Thanh Hoa into a new growth pole of the country.
Second, constantly improve the leadership capacity and fighting strength of the Party organization and Party members. During his first visit to Thanh Hoa in 1947, Uncle Ho emphasized: "In my opinion, Thanh Hoa province must become a model province, because it has a large population, large land area, and a lot of wealth. It only lacks management and arrangement."
Therefore, it is necessary to attach importance to the work of building a clean and strong Party and political system in all aspects. Thoroughly grasp, seriously and effectively implement and flexibly and creatively apply the 5 principles of operation and 5 leadership methods of the Party, especially the principle of democratic centralism and the principle of solidarity and unity within the Party.
Focus on operating the local government at two levels in a synchronous, smooth and effective manner; drastically transform the state from mainly handling administrative procedures to a creative administration serving the people. Build digital government, digital society, digital citizens. Focus on researching and rearranging the staff and be determined in the "Digital Education for the People" movement, promote data connection.
Do a good job in personnel work, considering it the "key of the key" task. Build a team of cadres and party members, especially leaders, with sufficient capacity, prestige, and equal to the task. Arrange cadres in the direction of "selecting the right people, assigning the right jobs, promoting strengths, improving capacity, dedicating wholeheartedly and knowing how to sacrifice".
Tighten discipline, strengthen inspection and supervision work, proactively prevent "early and far", not allowing small violations to accumulate into big shortcomings. Resolutely prevent and fight corruption, waste, and negativity, "not allowing dark areas, gray areas, or areas of group interests".
Third, rapid and sustainable economic development with a number of task groups.
Accordingly, restructuring the economy, innovating the development model based on science and technology, innovation and digital transformation; building a green economy, digital economy, circular economy, creative economy, sharing economy...
Renewing traditional growth drivers of investment, consumption and export with the motto: internal strength is fundamental, strategic, long-term, decisive, external strength is important and breakthrough. Effectively exploiting natural resources, effectively preventing natural disasters, storms and floods.
Breakthrough development of 04 "four mountains" dynamic economic centers: Nghi Son, Sam Son, Bim Son, Lam Son, in which research and development of project to propose mechanisms and policies to make these Centers become economic locomotives leading the whole province. Urgently build phase 2 of Nghi Son Refinery and Petrochemical Complex. Turn Nghi Son General Port into a national general port, a regional logistics center, one of the international seaport centers in the North.
Breakthrough in synchronous infrastructure development, especially transport infrastructure, regional connectivity infrastructure (such as accelerating the progress of North-South expressways, coastal roads, West Thanh Hoa - Northwest connection routes... and especially site clearance for the North-South high-speed railway project), developing digital infrastructure, tourism infrastructure, services, infrastructure of economic zones, industrial parks...
Breakthrough in innovative thinking and decisive action to unleash resources from thinking, motivation from innovation and strength from the people; thereby looking far and wide, thinking deeply, doing big. Creatively applying science and technology to effectively exploit the potential of the marine economy, space and underground.
Fourth, develop culture and society and ensure social security.
Focus on developing culture and society in sync with economic development. Effectively implement the recent Resolutions 71 and 72 of the Politburo on developing education, training and health. Well implement social security policies, ensure progress, social justice, ensure equal access to education and health. Take care of the material and spiritual life of the people, especially ethnic minorities, remote areas, and the western border areas of the province.
Developing a traditional culture rich in identity becomes an endogenous strength, a new driving force for development of the province. At the same time, pay attention to developing cultural and entertainment industries.
Fifth, strengthen national defense and security potential and raise the level of foreign affairs, with three basic contents.
Focus on building a strong defense zone; build a national defense posture associated with a people's security posture and especially a solid people's heart posture. Implement the motto of ensuring "security, safety and public safety" in all important areas; build a drug-free province.
Proactively grasp the situation, ensure "3 no's": do not be passive or surprised in any situation; do not let complications arise right from the grassroots; do not let hot spots form.
Focus on expanding foreign relations, building a peaceful, stable, cooperative and developing border with our brotherly Laos. Especially promoting border gate economy, strengthening regional linkages with our neighbor to expand economic development space.
One of the important tasks of the Congress is to elect the Provincial Party Executive Committee for the 20th term and elect the Delegation to attend the 14th National Party Congress. The Prime Minister requested the Congress to promote the spirit of democracy, heighten responsibility, and wisely select truly exemplary comrades to build the new Party Executive Committee as a collective with unified will, exemplary in leading in solidarity, in creative innovation and in decisive and effective action.
For each member of the Executive Committee, it is necessary to focus on 3 exemplary practices: (1) Setting an example in improving leadership capacity and fighting strength; (2) Setting an example in applying science and technology, innovation and digital transformation; (3) Setting an example in maintaining moral qualities and lifestyle; daring to think, daring to do, daring to speak, saying what you do, doing more and talking less.
The Prime Minister believes that with the revolutionary cultural tradition of the heroic homeland; with the aspiration to overcome difficulties and rise up of hardworking and creative people; with great potential, strengths and resources; with the breakthrough vision and determination to act of the entire political system in the province; together with the attention, leadership and direction of the Central Government, the consensus, support and backing of the people and the business community, Thanh Hoa province will develop strongly, comprehensively and sustainably, becoming one of the growth drivers of the whole country; a place where: "Convergence of elites - Origin of creativity - Development creation - Brightening the future - Realizing aspirations - People are increasingly prosperous and happy".
The Prime Minister once again wished the Congress great success; wished the Party Committee, Government and People of all ethnic groups in Thanh Hoa province to always be united, unanimous, innovative, creative, and join hands to build it into a model province in all aspects as the wish of beloved President Ho Chi Minh, together with the country to develop rapidly and sustainably in the era of prosperity, civilization and happiness, firmly advancing towards socialism.
