Thua Thien Hue builds a safe and healthy environment for children

The Chairman of the People's Committee of Thua Thien Hue province has just issued an official dispatch on the effective implementation of measures to prevent and combat accidents and injuries, especially those caused by fires, explosions, drowning, and traffic accidents, to ensure that children can develop comprehensively and live in a safe and healthy environment.

Chairman of Thua Thien Hue Provincial People's Committee directed to ensure children develop comprehensively and live in a safe and healthy environment.

Accordingly, the Chairman of the People's Committee of Thua Thien Hue province requested that heads of provincial departments, branches, sectors, mass organizations, Chairmen of the People's Committees of Hue city, towns and districts review areas where traffic accidents often occur, drowning or are at risk of accidents to take preventive and intervention measures to ensure children's safety; arrange barriers and put up warning signs at ponds, lakes, rivers, streams, beaches, and dangerous deep water areas; mobilize the participation of political and social organizations and people in detecting, monitoring, and warning of areas at risk of accidents and injuries, especially areas at risk of drowning for children.

Inspect, examine, strictly and promptly handle violations of accident and injury prevention, especially accidents and injuries to children due to fire, explosion, drowning, and traffic accidents. Review and evaluate the implementation of criteria on Safe Home, Safe Community, and Safe School to ensure a safe living environment for children. Strengthen communication and education on knowledge and skills for parents, families, and communities on creating a safe living environment and preventing accidents and injuries to children. Praise and promote exemplary individuals, organizations, agencies, and authorities who effectively implement the work of preventing and combating accidents and injuries to children.

The Chairman of the People's Committee of Thua Thien Hue province directed the Department of Labor, Invalids and Social Affairs of the province to preside over and coordinate with relevant sectors to unify the development of inter-sectoral coordination regulations in the implementation of work to prevent, combat and handle situations of injuries, fires, explosions, traffic accidents, and drowning of children; unify sectors to establish inter-sectoral teams to inspect and supervise regulations on prevention of injuries, fires, explosions, traffic accidents, and drowning of children in the community; national regulations on safe homes, safe schools, safe communities, safety regulations at ferry terminals, ships, boats, tourist areas, beaches, and public bathing areas. Organize timely encouragement, visits, and support for cases of children with injuries, fires, explosions, traffic accidents, and drowning of children. Promote the construction of "Child-friendly communes and wards", creating a safe environment for children, minimizing the number of children drowning.

The Department of Health integrates the work of preventing and combating injuries, fires, explosions, traffic accidents, and child drowning into the activities of the sector; deploys communication activities and training to improve the capacity of medical collaborators in villages and hamlets. Improves the quality of emergency care, treatment, and rehabilitation for children who suffer from injuries, fires, explosions, traffic accidents, and drowning.

The Department of Education and Training presides over and coordinates with departments, branches and People's Committees of districts, towns and Hue city to direct schools in the area to strengthen the management of students in extracurricular activities and field trips; especially organize propaganda for students to clearly understand and fully perceive injuries, fires, explosions, traffic accidents, and water accidents to proactively prevent them. Direct schools, based on the specific characteristics of students, school conditions and local realities, to have a plan to integrate and strengthen the organization of extracurricular activities to educate students on skills to prevent injuries, fires, explosions, traffic accidents, and drowning.

The provincial police have increased propaganda on the Traffic Law, inspected and handled violations of traffic safety regulations, especially boats and ships; and conditions for rescue work, to minimize fire, explosion, traffic and river accidents involving children.

The Department of Transport directs and effectively implements the propaganda, dissemination and education of laws on road and inland waterway traffic safety and child drowning prevention. Coordinates with other sectors to strengthen inspection and handling of violations, paying special attention to ensuring the safety of children when participating in traffic.

The Department of Culture and Sports coordinates with the Department of Labor, Invalids and Social Affairs and the Department of Education and Training to organize swimming lessons and popularize swimming for children; improve the quality of staff, swimming and diving instructors, and drowning rescuers.

The Chairman of the People's Committee of Thua Thien Hue province also requested the Provincial Vietnam Fatherland Front Committee, the Provincial Women's Union, the Provincial Ho Chi Minh Communist Youth Union and other member organizations within the scope of their functions and tasks to coordinate and integrate the content of preventing injuries, fire and explosion accidents, traffic accidents, and children's river accidents into the activities of the unit; mobilize resources to support and help children who are injured by injuries, fire and explosion accidents, traffic accidents, and children's river accidents.
