Lieutenant Colonel Ho Ngoc Duy - A shining example on the "silent front"

In the special environment of the 86 Command - a place likened to a "front without gunfire" but full of hardships and challenges, where every line of code, every analysis report has a fighting meaning. Studying and following Ho Chi Minh's ideology, morality and style has become the guiding principle for all actions, training and self-cultivation of Lieutenant Colonel Ho Ngoc Duy, Commander of Center 386 for over 10 years.

Having held many positions such as: Head of Network - System Department, Deputy Chief of Staff, Deputy Brigade Commander, Commander of Center 386, Ho Ngoc Duy has always demonstrated steadfastness, high sense of responsibility and dedication to the profession.

In his position as Deputy Secretary of the Party Committee and Commander of the Center, Senior Lieutenant Colonel Ho Ngoc Duy and the Party Committee and Command Board led and directed the comprehensive implementation of Directive 05 of the Politburo . In particular, he focused on following Uncle Ho through concrete actions: being exemplary in style, decisive in management, innovative in expertise and serious in self-criticism and criticism. Senior Lieutenant Colonel Ho Ngoc Duy led the synchronous implementation of solutions such as: Political ideology education, cultivating ethics and lifestyle, strengthening inspection and supervision, praising advanced models and strictly handling violations. Thanks to that, 100% of cadres, party members and the masses in the unit strictly complied with military discipline and state laws; lived cleanly, unitedly, responsibly and had the aspiration to contribute.

 

Regarding professional work, Center 386 under the command of Lieutenant Colonel Ho Ngoc Duy has effectively coordinated with 14 Steering Committees 35 of the provinces and cities in the Central Highlands to propagate and train in the fight against bad and toxic information on the internet and social networks. The cyber warfare team was built with strong political will, deep expertise, and proficiency in professional processes; effectively organizing defense activities on military and defense computer networks in assigned areas.

 

In the field of digital transformation, he directed the promotion of technology application in management and operation; synchronously deployed digital platforms, modernized operational processes and unit management. A typical example is the "Paperless Office" model that has been comprehensively deployed from the Center to affiliated units, and specialized sectors have been digitized, contributing to improving work efficiency and ensuring information security.

Along with that, logistics and life work are focused on investing in building a new Command Headquarters, improving the living environment, enhancing the material and spiritual life of soldiers, contributing to building a regular, green, clean and beautiful barracks.

With outstanding contributions, over the past 10 years, Senior Colonel Ho Ngoc Duy has always excellently completed assigned tasks, for many consecutive years achieved the title of Emulation Fighter at the grassroots level (2018, 2023, 2024), Party member excellently completed tasks and was awarded many certificates of merit. Center 386 was awarded the Emulation Flag by the Ministry of National Defense in 2021, Command 86 awarded the title "Determined to Win Unit" in 2024, along with many recognitions from all levels, sectors and localities.

With his intelligence, courage and enthusiasm, Lieutenant Colonel Ho Ngoc Duy is not only an exemplary commander but also a shining example of self-study, scientific research and pioneering in emulation movements, worthy for young cadres and officers to learn from and follow.
