- On the morning of April 9, the Standing Committee of the Provincial Party Committee worked with the Standing Committee of the Provincial People's Council and leaders of the Provincial People's Committee to assess the implementation of construction investment projects in the area.

Provincial People's Committee leaders presented reports at the working session

According to the report of the Provincial People's Committee, in recent years, the province has focused on mobilizing resources to implement construction investment projects, contributing to promoting socio -economy, improving people's lives and changing the face of urban and rural areas.

Regarding the public investment sector, the total public investment capital plan assigned by the province in 2025 is over 6.6 trillion VND, equal to 116.9% of the capital plan assigned by the Prime Minister , allocated to 116 provincial-level public investment projects; supporting other programs and projects and decentralizing to the district level. The implementation and disbursement results by the end of the first quarter of 2025 were 763.3 billion VND, reaching 13.4% of the plan assigned by the Prime Minister (3.87% higher than the national average (9.53%) and 0.7% higher than the same period in 2024).

Regarding the investment sector in the form of public-private partnership (PPP), currently in the province there are 6 PPP projects, of which 2/6 projects use public investment capital, site clearance work basically meets the schedule, however, construction progress is still slow; 4/6 projects are behind schedule compared to the requirements and plans.

Regarding the non-budgetary investment sector, from July 1, 2006 (when the Investment Law 2005 took effect) to now, the whole province has attracted nearly 400 investment projects, with a total registered capital of more than 40 trillion VND. From 2016 to now, 126 investment projects have been terminated. Through review, up to now, 87/256 valid projects are behind schedule.

According to the report of the Provincial People's Council at the working session, from the beginning of the 2021 - 2026 term up to now, the Standing Committee of the Provincial People's Council has proactively and regularly directed and implemented the work of coordination, monitoring, inspection and supervision of the implementation of projects in the province. Up to now, 7 thematic supervision sessions have been organized, checking the settlement of investors' recommendations for 2 projects and many regular supervision activities through monitoring the implementation status of investors, documents, reports, decisions of the Provincial People's Committee and specialized agencies...

At the meeting, delegates exchanged and discussed to clarify the causes of difficulties and obstacles in the process of implementing construction investment projects in the province, and at the same time proposed solutions to overcome them in the coming time, related to the following contents: planning, adjusting land use planning; coordination between sectors in appraising documents, selecting investors; spirit and responsibility of officials in performing tasks...

Comrade Hoang Van Nghiem, Provincial Party Secretary, Head of the Provincial National Assembly Delegation delivered a concluding speech on the working session's contents.

Concluding the working session, the Provincial Party Secretary requested: The Provincial Party Committee and the Provincial People's Committee should direct relevant departments and branches to review and classify construction investment projects in the province to clearly identify the causes of difficulties and obstacles, and develop specific solutions for each project; promote the role and responsibility, tighten discipline and order, improve the effectiveness and efficiency of work; study and reduce administrative procedures related to the implementation of investment projects; promote site clearance, urge investors and contractors to speed up the progress of project implementation; advise the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee to direct the handling of difficulties related to the implementation of construction investment projects; strengthen coordination between relevant agencies and units in project implementation.

He also suggested that the Provincial People's Committee should discuss and reach an agreement with the Provincial People's Council on the project proposal before submitting it to the Party Committee for comments to ensure a unified focus in leadership, direction and implementation, avoiding the situation where the content has been approved by the Party Committee but when organizing the implementation, there are difficulties, problems or other opinions.

The comrade assigned the Provincial Party Committee's Internal Affairs Committee and the Provincial Party Committee's Inspection Committee to proactively grasp the situation, advise, guide, and direct the strengthening of inspection and supervision of the implementation of construction investment projects, select appropriate inspection subjects, and avoid overlap; inspect the implementation of the Provincial Party Committee's direction on investment attraction and implementation of construction investment projects; assigned the Provincial Party Committee's Propaganda and Mass Mobilization Committee to promote propaganda work, creating consensus among the people on the deployment and implementation of construction investment projects in the province.
