Synchronizing infrastructure - creating new growth drivers

Infrastructure is the foundation for sustainable development, a prerequisite for creating an attractive investment environment and enhancing competitiveness. In the period of 2020 - 2025, Hung Yen province has mobilized hundreds of thousands of billions of VND to invest in building a socio-economic infrastructure system. It is the synchronization and modernization of infrastructure that has expanded the connection space, created growth momentum, and become a launching pad for Hung Yen to break through towards becoming the leading industrial, service and smart urban center in the region.

"Magnet" attracting investors

With its strategic geographical location, located in the key economic region of the North, Hung Yen identifies upgrading and expanding the transportation system as one of the important factors to help attract domestic and foreign investors. In addition, expanding the development space, creating a driving force to promote the province's economy to develop towards industrialization and modernization.

The increasingly synchronous and modern socio-economic infrastructure system, especially the transport infrastructure, is one of the advantages for Hung Yen to grow strongly in the new era.

Accordingly, the province has invested in the construction and put into use a series of key traffic works, connecting with the capital Hanoi and the provinces of the Red River Delta and the Northern coastal region, making a positive contribution to the comprehensive development of the province. Typical projects include: The road project connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway (Phase II); the Ring Road 4 project - Hanoi Capital Region through Hung Yen province; the Ring Road 3.5 project; the Tan Phuc - Vong Phan road project; the project to upgrade and expand the extended Hanoi - Hung Yen inter-provincial road; the road project connecting cultural heritage, tourism and economic development along the Red River; the road project connecting DT.387 with the Hanoi - Hai Phong expressway...

According to statistics from the Provincial People's Committee, in the period of 2021 - 2025, the province has invested in the construction and synchronous upgrading of 28.14km of national highways, 127.13km of provincial roads, nearly 230km of district roads, more than 1,000km of commune and inter-commune roads. The rate of paved and concreted roads is high, ensuring smooth traffic, creating favorable conditions for the development of freight transport and logistics services. In particular, the planning of 5 bridges over the Red River connecting with Hanoi is being urgently completed, promising to open a "golden gateway" for regional connectivity, especially connecting with the capital and key economic zones in the North.

Along with transportation, the province also pays special attention to industrial and urban infrastructure, with the spirit of "going one step ahead", creating clean land to attract domestic and foreign investors. By the end of June 2025, Hung Yen province had 1 economic zone, 23 industrial parks established with a total area of ​​over 5,891 hectares; 74 industrial clusters were established with a total area of ​​over 3,931 hectares. Many large industrial parks and clusters have been put into effective operation, attracting a series of technology, processing and manufacturing corporations from Japan, Korea and the United States.
Along with that, in this period, Hung Yen also focuses on investing in urban infrastructure with an estimated urbanization rate of 34.4% by 2025. The whole province currently has 35 urban areas and many key projects have been completed, creating highlights in the environmental landscape, including many large, modern, ecological, and smart urban area projects such as Dai An, Dream City, Ecopark, Kien Giang, Alluvia City... In addition, the province also prioritizes the construction of modern commercial service centers and high-quality medical services to improve the quality of life and social security.

The foundation for sustainable development

Speaking to reporters, Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed: “Infrastructure is the foundation for sustainable development. Therefore, in the new period, the province will continue to effectively implement policies and resolutions on infrastructure, ensuring that industrial zones and clusters are planned in a modern, sustainable manner, linked with transport infrastructure and smart urban areas. This is a prerequisite to create an attractive investment environment and enhance the province's competitiveness.”

Accordingly, since 2025 - the first year of the 2025 - 2030 term, Hung Yen province has launched key projects, connecting traffic projects, suburban industrial clusters, and logistics ports to create momentum for sustainable development. A typical example is the Ninh Binh - Hai Phong expressway project (CT.08). This is a key project, playing a key role, connecting the main traffic axes of the Red River Delta and the northern coastal economic zones, contributing to sharing traffic with National Highway 10, National Highway 39 and the existing coastal road axis.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province Nguyen Khac Than emphasized that Hung Yen always clearly identifies the role of "leading the way" of the infrastructure system in the overall socio-economic development of the province. A strong and synchronous infrastructure not only paves the way for economic growth but also fundamentally changes the development landscape and quality of life of the people. Therefore, right from the beginning of the term, the province will focus on removing bottlenecks in mechanisms, reforming investment procedures, planning to expand development space, especially the Red River Delta and the connecting axes with Hanoi. Infrastructure will be the launching pad to help Hung Yen break through, becoming the leading industrial, service and smart urban center in the region.

Hung Yen aims for an average gross regional domestic product (GRDP) growth rate of 10-11% in the 2026-2030 period; GRDP per capita of 180 million VND/year, total GRDP of the whole province of 600,000 billion VND, the proportion of processing and manufacturing industry accounts for over 40.5%; total social investment capital in the period is about 1,100,000 billion VND. The province also identified 5 strategic pillars for development, in which "development of synchronous and modern socio-economic infrastructure" is placed at the top.
