On September 11, the Provincial Party Committee issued Official Dispatch No. 2264 - CV/TU on continuing to focus on overcoming the consequences of storm No. 3 ( YAGI ) and post-storm floods.
On September 10, 2024, the Prime Minister issued Official Dispatch No. 92/CD-TTg "On focusing on overcoming the consequences of storm No. 3 and post-storm floods"; in the face of new developments in the weather situation and forecasts of possible floodwaters rising in some localities, in order to continue to focus on leadership, direction, and organization in the most drastic and urgent manner to overcome the consequences of storm No. 3 and post-storm floods, the Standing Committee of the Provincial Party Committee requested Party committees at all levels, affiliated Party committees, local authorities and agencies and units to focus on continuing to seriously and fully implement the directions of the Central Government, the Provincial Party Committee, and the Provincial People's Committee on the work of preventing, combating, responding to, and overcoming the consequences of storm No. 3 and post-storm floods; in which focusing on implementing the following contents:
1. The Party Secretary and Chairman of the People's Committee of districts, towns and cities are responsible to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee for organizing the response to post-storm circulation, overcoming the consequences of storm No. 3 and rising flood waters in some localities, noting:
(1) Organize and assign serious duty shifts, especially at positions along the Dong Trieu, Uong Bi, Quang Yen rivers, along the Ba Che and Pho Cu rivers, Tien Yen district and reservoirs; be proactive and ready with means and forces to respond when there are unusual developments from upstream, absolutely do not be negligent, subjective, or lose vigilance. Immediately develop a plan to evacuate people from areas at risk of rising flood waters that threaten their lives and arrange safe temporary shelters, ensure food, essential food and living conditions for people; prepare, plan, arrange forces and means ready to activate immediately when a situation occurs.
(2) Continue to closely coordinate with the Central and provincial armed forces in focusing on searching and rescuing missing people (while paying attention to ensuring absolute safety for search and rescue forces); provide free treatment for the injured; organize timely visits and encouragement to relatives and support the funeral arrangements for the deceased; organize environmental cleaning of seas, rivers and lakes.
(3) Organize food, foodstuff, and essential goods relief for households at risk of hunger, especially households in isolated areas; arrange safe temporary accommodation for households that have lost their homes, ensuring food, essential foodstuffs, and living conditions; absolutely do not let anyone go hungry, cold, or without a place to live.
(4) Inspect, review, and fully and accurately compile statistics on all damages to production, property of people, organizations, businesses, and state infrastructure works and send them to the Provincial People's Committee for synthesis and reporting to the Prime Minister on September 11, 2024; proactively mobilize local resources and other legal capital sources to urgently overcome the consequences of storms and floods to quickly stabilize people's lives and promptly restore production and business.
(5) Focus on quickly repairing key inter-village and inter-commune traffic routes to serve the transportation of relief goods and search and rescue work, while ensuring traffic safety.
2. The Party Committee of the Provincial People's Committee directs the Provincial People's Committee to direct:
(1) Director of the Department of Agriculture and Rural Development: (i1) Regularly and continuously update and send information and reports on water levels in rivers, lakes, dams... throughout the province to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Committee and relevant localities, agencies and units; (i2) Continue to direct and promptly deploy measures to ensure the safety of dykes, dams, detect and promptly handle incidents from the first hour; (i3) Direct measures to overcome the impact of storms and floods on agricultural production, restore agricultural production immediately after storms and floods; (i4) Direct the synthesis of needs, promptly report and propose to competent authorities to decide on seed support to restore agricultural production.
(2) The Director of Health directs the treatment of injured people; promptly provides adequate medicine, ensures medical examination and treatment for people in areas affected by natural disasters, guides people in treating domestic water and the environment, and prevents disease outbreaks after storms and floods.
(3) The Director of the Department of Industry and Trade shall effectively carry out state management of the assigned sectors and fields, direct Quang Ninh Electricity Company and relevant agencies and organizations to focus on repairing and restoring the power system as quickly as possible, ensuring power supply for production, business and people's daily life, prioritizing power supply for hospitals, medical facilities, and important production activities; have plans to ensure adequate supply of goods, strengthen market control, and prevent shortages, unreasonable price increases, and consumption of counterfeit and poor-quality goods in the coming time, especially at the end of 2024 and the Lunar New Year.
(4) The Director of the Department of Education and Training shall urgently direct the cleaning of schools and classrooms, and the repair of facilities damaged by storms and floods; mobilize the entire industry and the entire country to support teaching equipment, books and learning materials for damaged schools and educational establishments to create conditions for students to soon return to normal study.
(5) The Director of the Department of Information and Communications shall effectively carry out state management of communications and press, and direct telecommunications units in the province to quickly restore all telecommunications networks to ensure waves for production, business, and services for the people.
(6) The Director of the Department of Labor, War Invalids and Social Affairs directed functional units to coordinate with localities to review households affected by floods and promptly propose food support for households at risk of hunger, ensuring stable lives for people, especially households in isolated areas.
(7) The Director of the Department of Finance shall preside over and coordinate with the Director of the Provincial Tax Department and the Director of the State Bank of Vietnam - Quang Ninh Branch to: (i1) direct the effective implementation of policies on deferral, exemption, and reduction of taxes, fees, charges, etc.; (i2) Review and summarize the losses of customers who are borrowing capital, promptly apply policies on interest rate support, debt suspension, debt extension, and continue lending to organizations, individuals, and businesses that have suffered damage due to storms and floods according to the provisions of law so that organizations, individuals, and businesses have the conditions to restore production and business.
3. Coal industry units proactively and actively coordinate with local authorities in overcoming the consequences of storm No. 3 and post-storm floods; carefully prepare flood and storm prevention plans, search and rescue in all units; have plans and plans to mobilize and arrange industry transport vehicles to support localities in collecting and transporting garbage to gathering places when requested.
4. The members of the Provincial Party Standing Committee assigned to the locality shall continue to monitor and proactively grasp the situation and directly inspect and direct the scene when necessary. Departments, branches, localities, agencies and units in the province shall strictly organize on-duty, monitor the weather and rain circulation after the storm, water levels in rivers, lakes, dams, and be ready to respond to all situations; receive information and promptly report the implementation situation to the Provincial Party Standing Committee when required or complex situations arise.
