Bac Ninh province aims to become a centrally-governed city.

Solemn opening, affirming special significance

On the morning of September 30, at the Provincial Convention Center, the 1st Congress of Bac Ninh Provincial Party Committee, term 2025 - 2030, was solemnly opened. This is a political event of special significance, marking a new beginning for Bac Ninh after completing the arrangement of administrative units, creating open development space for the coming period.

The Congress was honored to welcome Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, on behalf of the Politburo and the Secretariat to attend and direct. Also attending were comrades members and former members of the Party Central Committee, leaders of ministries, departments, central branches, Military Region I and leaders of neighboring provinces and cities. On the side of Bac Ninh province, there were Secretary of the Provincial Party Committee Nguyen Van Gau, leaders of all periods, and 449 official delegates, representing more than 156,000 party members in the entire Party Committee.

In his opening speech, Provincial Party Secretary Nguyen Van Gau affirmed: The Congress took place in the context of the province having just undergone the process of rearranging administrative units, creating a foundation for a new development stage. This is an opportunity for the entire Party Committee to look back on the past journey, set out directions, goals and political determination for the next term. Bac Ninh has determined the motto of action throughout the 2025 - 2030 term as: "Solidarity - Democracy - Discipline - Creativity - Development" , with the strategic goal of turning Bac Ninh into a centrally-run city before 2030.

Outstanding achievements and limitations that need to be overcome

Presenting the Political Report at the Congress, Standing Deputy Secretary of the Provincial Party Committee Nguyen Thi Huong emphasized the important results in the 2020 - 2025 term. The average GRDP growth rate in the 2021 - 2025 period is estimated at 8.98%/year, among the top 5 localities in the country; economic scale ranks 5th, budget revenue ranks 6th nationwide. Bac Ninh also affirmed its position as one of the largest industrial - import-export centers in the country, with the total import-export turnover in this period reaching nearly 660 billion USD, an increase of 1.76 times compared to the previous term.

In particular, the province attracted over 25.1 billion USD in FDI capital, taking the lead in developing the semiconductor industry, while focusing on training high-quality human resources. The economic structure has shifted positively, in which industry and construction account for over 71%, services nearly 20%, and agriculture only 6.3%. Bac Ninh is also among the top 10 localities nationwide in terms of Digital Transformation Index (DTI).

Along with economic development, the work of building the Party and the political system has been focused on. The organizational apparatus has been streamlined, operating effectively and efficiently, associated with studying and following Ho Chi Minh's ideology, morality and style. The review report presented by Chairman of the Provincial People's Committee Vuong Quoc Tuan also frankly pointed out the limitations: growth quality is not really sustainable, industry depends heavily on the FDI sector, domestic linkages are still weak, the risk of environmental pollution and regional disparities still exist. These are issues that need to be carefully analyzed for causes, especially subjective causes, to find solutions to overcome in the new term.

Development orientation: From aspiration to action

Speaking at the Congress, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, on behalf of the Politburo and the Secretariat, acknowledged and highly appreciated the efforts of the Party Committee, government and people of Bac Ninh province during the past term. He emphasized that despite the impact of natural disasters, epidemics and global economic fluctuations, Bac Ninh has strived to overcome difficulties, achieved many outstanding results, affirming its position as an important growth pole of the country.

According to comrade Nguyen Duy Ngoc, Bac Ninh enters the new term with three great advantages: (1) support from new policies and resolutions of the Central Committee, especially strong decentralization and delegation of power; (2) new development space, geostrategic position connecting the midlands and the Northern Delta; (3) unique cultural and historical foundation of the Kinh Bac region, with Quan Ho heritage and lasting traditional values.

From that foundation, he emphasized four key orientations of Bac Ninh in the 2025-2030 term. First of all, it is to concretize the policies and resolutions of the Central Committee into local practices, with a clear action program, specific progress, ensuring feasibility. Next is to continue building a clean and strong Party and political system, promoting cadre work, while strengthening inspection, supervision, and preventing corruption and negativity. Along with that, Bac Ninh needs to strongly transform the growth model, considering science - technology, innovation and digital transformation as the focus; developing high-tech industry, logistics, high-tech agriculture, and modern services. Finally, it is necessary to comprehensively develop culture - society, improve people's lives, preserve Kinh Bac cultural identity, and at the same time focus on promoting the development of ethnic minority and mountainous areas, ensuring social security so that no one is left behind.

Besides, comrade Nguyen Duy Ngoc also emphasized the task of maintaining national defense and security, ensuring political stability, strengthening international cooperation and effectively attracting development investment capital.

With the participation and direct guidance of the Central leaders and the high political determination of all delegates, the 1st Congress of Bac Ninh Provincial Party Committee, term 2025 - 2030, affirmed the aspiration to build Bac Ninh to develop rapidly, comprehensively and sustainably. The goal of becoming a centrally-run city before 2030 is not only a strategic vision, but also a strong political determination before the people of the whole province.
