Timely resolution of difficult and new problems
After the merger, Nam Duong commune has 17 villages with a total area of over 67 km2 . Due to the mountainous terrain, some villages are nearly 20 km from the commune center, and traffic is not synchronized, making travel difficult. Grasping the aspirations of the people, right from the first days of the operation of the 2-level local government, the People's Committee of the commune proposed timely solutions.

Accordingly, the Commune People's Committee allocated 850 million VND to maintain and repair roads, repair degraded areas so that people can travel conveniently and safely. Before the new school year 2025-2026, the Commune People's Committee agreed to renovate and repair the old kindergarten into 4 classrooms of Nam Duong Primary School, overcoming the shortage of classrooms that has occurred for many years. Exploiting the advantages of the fruit growing area and Thu Duong noodle craft village, the commune government soon developed an industrial promotion plan, arranged 1.5 billion VND to support the establishment of cooperatives, linked production according to the value chain, and paid attention to upgrading OCOP products.
Mr. Le Tuan Anh, Chairman of Nam Duong Commune People's Committee said: "Currently, the Commune People's Committee is researching and proposing to build an industrial, production and service center for Thu Duong craft village with an area of about 21.7 hectares. The project will contribute to promoting production development, improving competitiveness, increasing the value of craft village products, creating jobs and increasing income for people."
Through assessment, after 3 months of operating the 2-level local government, in general, the government apparatus in the province has operated effectively, promptly detected and resolved many difficult and newly arising problems, meeting people's expectations. Most of the tasks have the participation of the entire political system. In Luong Tai commune, determining the compensation and site clearance for the Gia Binh International Airport project as a key task, the Commune Party Committee issued a specialized Resolution, the Standing Committee of the Commune Party Committee established 8 working groups headed by members of the Standing Committee, each group in charge of 2-3 villages with land related to the project. Thanks to grasping and promptly resolving people's recommendations and problems, up to now, the commune has declared 3,994/7,800 households with land related to the project; at the same time, drafted and publicized the compensation and site clearance plan for about 446.7 hectares.

Similarly, in the highland commune of Tay Yen Tu, in the first days of July, the comrades in the Standing Committee, Standing Committee, and Executive Committee of the Commune Party Committee immediately started to grasp the area and resolve the work at the grassroots level. Therefore, many tasks that were previously under the authority of the district level were resolved, highly appreciated by the people such as: Allocating resettlement land to households and individuals whose land was recovered by the State to implement the Tay Yen Tu spiritual and ecological tourism project; recovering land from some households due to the risk of landslides near the mineral exploitation area; granting construction permits... Comrade Le Duc Thang, Party Secretary, Chairman of the People's Council of Tay Yen Tu commune said: "Immediately after the 1st Party Congress of the commune, the Executive Committee and the Standing Committee of the Party Committee of the commune developed regulations and assigned tasks to each comrade in charge of fields and areas, so as not to interrupt activities serving the people and businesses. During the implementation process, we applied the mechanism of "3 responsibilities, 6 clarifications" (responsibility to oneself, responsibility to work, responsibility to society; clear people, clear work, clear responsibilities, clear progress, clear results and clear authority) associated with discipline and public service discipline, aiming to build a team of professional cadres, dedicated to serving the people".

According to the Department of Home Affairs, identifying personnel work as an important factor, deciding the effectiveness and efficiency of the operation of the 2-level local government model, the province's specialized agencies, the People's Committees of communes and wards focus on perfecting the organizational apparatus, ensuring the fastest and best service to the people. Based on functions, tasks, powers and organizational structure, localities proactively plan personnel, and evaluate cadres and civil servants based on work efficiency.

In Tay Yen Tu commune, instead of appointing deputy positions of some agencies, the Standing Committee of the Commune Party Committee decided to implement a "90-day challenge", both to give cadres time to practice and improve their qualifications, and to have time to monitor and evaluate the work efficiency, qualities and skills of each person. Up to now, the locality has selected suitable personnel to carry out the steps to appoint deputy positions of the agencies: Office of the People's Council - People's Committee, Department of Culture, Center for Public Service Supply. After 3 months of operation, the People's Committee of Thuan Thanh ward has completed the position of Deputy Chief of Office of the People's Council - People's Committee of the ward for comrade Nguyen Ngoc Anh, specialist of the Office of the People's Council - People's Committee. "During my time as a specialist, I grasped and approached the work requirements of the Office. Being assigned a new task, I continued to learn and improve my qualifications to meet the requirements of operating a 2-level local government", comrade Nguyen Ngoc Anh shared.
According to the assessment on the National Public Service Portal, from September 19 to now, Bac Ninh province has continuously led the provinces and cities in the Index of direction, management and assessment of service quality for people and businesses in performing administrative procedures and public services. Communes and wards in the province also achieved high evaluation scores (all over 80 points). However, localities still face a number of difficulties and problems related to regulations and detailed instructions on the functions and tasks of commune-level professional agencies; the quality and quantity of commune-level officials and civil servants are not uniform. To overcome this situation, at the end of August, the Chairman of the Provincial People's Committee established 9 working groups to guide, urge and inspect the operation of local governments at 2 levels in communes and wards. With the assigned tasks, the Department of Home Affairs has carried out 3 secondments with a total of 57 civil servants and public employees from provincial departments and public service units to communes and wards; Transfer 9 cases from communes and wards with surplus to places with shortage; second 30 cases with suitable expertise from officials of the Public Service Supply Center of communes and wards to work in civil servant positions.
Regarding staff assessment, the Department of Home Affairs is coordinating with the Department of Science and Technology to develop a set of tools to assess the performance of staff and civil servants (KPI) on a digital platform. Comrade Nguyen Van Phuong, Deputy Director of the Department of Home Affairs, said: "Every Thursday, the Department of Home Affairs will summarize the results of the guidance, supervision, and inspection of the operation of the two-level local government by the working groups to report to the Chairman of the Provincial People's Committee, promptly advising on solutions to remove difficulties and obstacles. We continue to guide localities to review, implement the mobilization and secondment of existing staff and civil servants, ensuring effective service to the needs of people and businesses; use the results of task performance to plan and perfect the leadership of specialized departments and agencies."
