Expressing his pleasure at meeting again and welcoming Chairman of the State Duma of the Russian Parliament V. Volodin and the high-ranking Russian delegation to Vietnam, General Secretary To Lam affirmed that the visit creates momentum, contributes to strengthening political trust, and creates the basis and foundation for the Vietnam-Russia relationship to develop strongly and sustainably in the new phase of cooperation.
General Secretary To Lam thanked President Putin, Chairman of the State Duma Volodin and leaders of political parties, state leaders and people of Russia for their warm and sincere feelings for Vietnam and the General Secretary personally. He asked Chairman of the State Duma Volodin to convey his sincere greetings and best wishes to President Putin, leaders of the State, National Assembly, Government and political parties of Russia.
Recalling the very good memories and impressions of the official visit to Russia in May 2025, as well as the sincere, open and highly trustworthy talks and exchanges with Russian President Putin and senior Russian leaders, the General Secretary affirmed that the visit of Chairman of the State Duma of the Russian Parliament Vyacheslav Volodin is a vivid demonstration of the will and determination to further promote the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
General Secretary To Lam said that he has always been interested in, followed and was pleased with the achievements of the Russian Federation in recent times. The General Secretary affirmed that as a sincere friend of the Russian people, Vietnam always wishes for Russia to develop stably and prosperously, for social security and the lives of the Russian people to be constantly improved, and for Russia to play a more important role, contributing to cooperation mechanisms and ensuring security and development in the Asia-Pacific region and in the world, building an equal, inclusive, comprehensive, open and transparent Asia-Pacific regional structure based on international law.
The General Secretary asked Russia to support the stance of Vietnam and ASEAN on ensuring peace, stability and order in the East Sea on the basis of international law, the United Nations Charter and the 1982 Convention on the Law of the Sea (UNCLOS 1982).
Regarding bilateral relations, the General Secretary emphasized that Vietnam always wishes to comprehensively develop the traditional friendship and comprehensive strategic partnership with Russia, commensurate with the two countries' positions in each other's foreign policies and the trust and history of extremely good relations between the two countries, in accordance with the interests and wishes of the leaders and people of the two countries.
General Secretary To Lam emphasized that in the context of rapid developments in the world and region, Vietnam is determined to concentrate all resources to develop the country, bringing the Vietnamese people into an era of wealth and prosperity, and hopes that Vietnam's friends and trusted partners will accompany them on this path.
General Secretary To Lam highly appreciated the positive results of inter-parliamentary cooperation in recent times, considering parliamentary cooperation an important channel and a very effective monitoring mechanism for cooperation between the Governments, ministries and sectors of the two countries, and timely support in removing legal barriers to substantially promote bilateral cooperation projects.

General Secretary To Lam suggested that the Russian State Duma maintain close coordination with the Vietnamese National Assembly in enhancing cooperation on the parliamentary channel, and thanked the Russian State Duma for promptly ratifying the cooperation agreements signed between the two countries.
Chairman of the State Duma of the Russian Parliament Vyacheslav Volodin expressed his pleasure to meet General Secretary To Lam again since his official visit to Russia last May; highly appreciated the General Secretary's role and contributions to the relationship between the two countries, the significance of the visit in the new period of cooperation; conveyed the most sincere greetings and regards of President Putin, Chairman of the Communist Party of Russia Zyuganov, and leaders of Russian political parties to General Secretary To Lam and expressed his hope that General Secretary To Lam will visit the State Duma during the General Secretary's next visit to Russia, affirming that the leaders and deputies of the State Duma are always the General Secretary's friends.
Chairman of the State Duma of the Russian Parliament Volodin said that Russian President Putin and senior Russian leaders, including the Russian State Duma MPs, are very interested in the visit to Vietnam this time by the Chairman of the State Duma of the Russian Parliament, considering this an important step to effectively implement the visit to Russia in May 2025 by General Secretary To Lam. He affirmed that he personally and the Russian leaders highly value the leadership role of the Communist Party of Vietnam in the cause of protecting, building and developing the country of Vietnam.
State Duma Chairman V. Volodin said that the delegation visiting Vietnam this time includes representatives of all parties in the Russian State Duma. Each party has different political platforms and viewpoints, but all parties are highly unanimous in supporting the comprehensive development of cooperation with Vietnam in all fields; always considering Vietnam a reliable and loyal partner of Russia and ready to make the most active contribution to bilateral relations.
Chairman of the State Duma of the Russian Parliament Vyacheslav Volodin informed General Secretary To Lam of the main results of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the State Duma of the Russian Parliament; shared the comments and assessments of the State Duma of the Russian Parliament on the prospects of bilateral cooperation and will make efforts to create a favorable legal framework to promote the Vietnam-Russia Comprehensive Strategic Partnership more substantially and effectively in a number of fields such as economy-trade, investment, energy-oil and gas, nuclear power, science-technology, education and training...
The two sides acknowledged the positive results of bilateral cooperation in the fields of economics-trade, energy-oil and gas, defense-security, tourism and people-to-people exchange in recent times, especially the trade turnover maintaining a growth rate of over 20%, the number of Russian tourists to Vietnam each year is double that of the previous year.
General Secretary To Lam and Chairman of the State Duma of the Russian Parliament Volodin affirmed the tradition of good cooperation in the fields of education and training, science, technology, engineering and health; and affirmed the determination to bring cooperation in these fields to new heights with joint cooperation projects to maximize the potential and development requirements of the two countries.
