At the Conference, Mr. Mai Xuan Thanh, General Director of the General Department of Taxation, said that in the spirit of openness and listening, not avoidance, the General Department of Taxation organized the dialogue conference with the real goal of wanting to grasp, exchange, answer and resolve difficulties, problems and reflections of taxpayers in the practical implementation of tax regulations and policies.

At the same time, the tax authority also listens to, promptly resolves or accepts proposals and recommendations from the business community to research and report to competent authorities to propose solutions to improve and amend mechanisms, policies and tax management to be more transparent, specific, and suitable for all types of businesses to help taxpayers implement tax policies and tax obligations fully, quickly and conveniently.

“I request that the functional units under the General Department of Taxation and the 5 provincial and municipal Tax Departments, together with representatives of enterprises and taxpayers, frankly and openly discuss thoroughly and clearly, together grasp and clarify the causes of difficulties in tax regulations and policies and in the tax management work of the Tax authorities as well as the implementation of tax obligations of people and enterprises,” Deputy General Director Mai Son requested.

At the conference on September 27, the tax industry directly responded to questions from businesses and taxpayers at the dialogue conference.

The basic contents discussed directly by leaders of tax units with enterprises and taxpayers at the morning session included issues related to tax policies and administrative procedures such as: There were over 30 issues regarding electronic invoices; There were 29 issues regarding value added tax and tax refunds discussed directly at the dialogue conference.

In addition to the contents directly answered at the dialogue conference, there are a number of groups of recommendations related to the authority of ministries, branches and policies stipulated in Laws and Decrees that have been compiled by the Organizing Committee to submit to competent authorities for consideration and coordination in resolution.

Concluding the dialogue session on the morning of September 27, Deputy General Director Mai Son affirmed that although there are still issues regarding policies, administrative procedures and compliance of enterprises and taxpayers in performing tax obligations to the State that need to be considered more thoroughly, the dialogue has opened up a spirit of openness, listening and cooperation between tax authorities, enterprises and taxpayers.

The Deputy General Director affirmed that the Tax sector has promoted reform of tax policy institutions, modernized tax management, simplified tax administrative procedures, provided electronic tax services and maximum support tools to help people and businesses fulfill their tax obligations conveniently, contributing to reducing costs, creating a favorable, transparent and equal business environment for all economic sectors and comprehensive digital transformation practices.

“In particular, to overcome difficulties, in the face of serious consequences of natural disasters and epidemics, the Tax sector has promptly proposed and reported to the Ministry of Finance to submit to the Government and the National Assembly to issue many tax solutions, and at the same time directed tax authorities at all levels to focus on implementing policies on tax, fee, and land rent exemption, reduction and extension to support businesses and people from 2019 to present. Typically, in the first 9 months of 2024, the total amount of tax, fee, and land rent extended, exempted, and reduced is estimated at more than 102,000 billion VND,” Deputy General Director Mai Son shared.
