At the reception, the Prime Minister thanked WIPO for accompanying Vietnam in the process of integrating into the global innovation and intellectual property system; affirmed that WIPO's support has contributed to inspiring and creating important momentum to promote the development of science , technology and innovation in Vietnam.
The Prime Minister emphasized that to realize the target of double-digit GDP growth in the 2026-2030 period, as well as development goals until 2030 and 2045, Vietnam has identified the development pillars as: intelligence, science and technology, innovation, digital transformation, green economy , circular economy and knowledge economy. In particular, intellectual property is a strategic tool to help enhance the value of knowledge and national competitiveness.
Vietnam aims to improve its Global Innovation Index (GII) ranking from its current 44th position to the top 40 by 2030 and the top 30 by 2045.
The Prime Minister asked WIPO to continue supporting Vietnam in improving its intellectual property capacity, developing an innovation ecosystem and commercializing research results; supporting the formation of high-tech industrial-service-urban zones, developing cultural and entertainment industries, contributing to spreading the spirit of creativity in society, especially among young people.
In addition, the Prime Minister asked WIPO to support Vietnam in responding to climate change through technological solutions, innovation, and sustainable development.
For his part, WIPO Director General Daren Tang highly appreciated Vietnam as a strategic partner with strong political commitment to science, technology and innovation development. He particularly appreciated the Politburo's issuance of Resolution 57, considering science, technology and innovation as the main driving force for development.
According to the WIPO Global Innovation Index 2025 Report, Vietnam jumped 9 places, from 53rd (in 2023) to 44th (in 2025), out of 139 countries and economies worldwide. In the group of lower-middle-income economies, Vietnam ranked 2nd out of 37, just behind India.
Innovation activities in Vietnam are not only concentrated in Hanoi and Ho Chi Minh City but also in other localities; with many outstanding businesses in start-ups and innovation. Compared to other countries with the same level of socio-economic development, emerging economies, Vietnam is a model of innovation efforts, science and technology development, and improving people's qualifications.
WIPO pledges to continue to accompany and support Vietnam in the contents mentioned by the Prime Minister, and believes that Vietnam will continue to be a model of innovation in the community of emerging economies, to share experiences with other countries.
