Under the witness of Minister of Science and Technology Nguyen Manh Hung, Mr. Daren Tang - Director General of WIPO and Mr. Luu Hoang Long - Director General of the National Office of Intellectual Property (Ministry of Science and Technology) signed a Memorandum of Understanding with comprehensive agreements on intellectual property cooperation, from building policies and laws on intellectual property to raising awareness, training human resources, supporting businesses and improving capacity for the National Intellectual Property Office. The objective of this Memorandum of Understanding (MoU) is to cooperate in priority areas, of initiatives and results to support Vietnam in achieving its goals of breakthrough development in science, technology, innovation and national digital transformation.
The parties agreed on priority areas for implementation including: Supporting the review, development and enforcement of laws, strategies and action plans on intellectual property at the national level; promoting the effective operation and use of international registration systems for intellectual property in Vietnam; enhancing the capacity of intermediary organizations, small and medium enterprises, and start-ups in managing, protecting and commercializing intellectual property.
In addition, the two sides also promote the creation and commercialization of domestic intellectual property, including promoting cooperation between universities and enterprises, technology transfer, conducting research on intellectual property, including research on building indicators to measure the contribution of intellectual property to socio -economic development; expanding intellectual property training at all levels, developing professional skills and providing reference materials and resources for propaganda, raising public awareness of intellectual property; improving the capacity and efficiency of the apparatus, applying digital solutions and artificial intelligence in appraisal work, supporting the establishment of intellectual property dispute resolution mechanisms, including a mediation mechanism for the Intellectual Property Office.
The focal point for implementing this Memorandum of Understanding on the Vietnamese side is the National Office of Intellectual Property. This agency will invite or designate third parties or relevant parties in Vietnam to participate in implementing this Memorandum of Understanding when necessary. The focal point for implementing this Memorandum of Understanding on the WIPO side is the Asia and Pacific Department, under the Development Cooperation Division, Regional and National Development Sector, and this agency will coordinate closely with other relevant WIPO sectors when necessary.
This Memorandum of Understanding will open a new chapter of cooperation between Vietnam and WIPO in the field of intellectual property, especially in the world trend of shifting from protection to commercialization of intellectual property rights, while also affirming the guiding and leading role of the Ministry of Science and Technology in the field of intellectual property in the new period.
* Earlier on the same day, WIPO Director General Daren Tang had a working session with Minister of Science and Technology Nguyen Manh Hung.
Appreciating Vietnam's recent legal policies on science, technology, innovation and digital transformation, Mr. Daren Tang especially emphasized Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Mr. Daren Tang expressed that WIPO wishes to work closely with Vietnam to realize the innovation goals set out in this Resolution; committed to supporting Vietnam in the process of calling for and attracting investment in related fields, turning goals into outputs such as creating more jobs, developing businesses, innovating products and services, etc.
Minister Nguyen Manh Hung also proposed that WIPO have a program to support Vietnam in achieving the goal of entering the global top 30 in the global innovation index within the next 5 to 10 years; affirming that this is a very challenging goal, so the support of WIPO and the Director General himself is needed.
