On September 25, at the Government Headquarters, Prime Minister Pham Minh Chinh received Director General of the World Intellectual Property Organization (WIPO) Daren Tang and the delegation who are visiting and working in Vietnam.
Prime Minister Pham Minh Chinh was delighted to meet and talk with Mr. Daren Tang for the third time in the past two years, considering this a vivid demonstration of the increasingly close cooperative relationship between Vietnam and WIPO in particular, and the United Nations in general.
The Prime Minister thanked WIPO for its attention and support for Vietnam in the process of building and integrating into the global intellectual property and innovation system; contributing to creating motivation and inspiration for Vietnam to develop science, technology and innovation.
The Prime Minister shared that Vietnam has gained independence for 80 years but has gone through 40 years of war with severe and long-lasting consequences, and has been besieged and embargoed for 30 years; he affirmed Vietnam's consistent stance in promoting international solidarity and upholding multilateralism to resolve common issues of the world and the region.
Vietnam has determined that if it wants to develop rapidly and sustainably, achieve the target of double-digit GDP growth in the 2026-2030 period, and realize the two 100-year goals of 2030 and 2045, it must rely on the most important foundation of promoting intelligence, science and technology, innovation, digital transformation, developing a green economy, digital economy, circular economy, and knowledge economy.
In which, intellectual property is a strategic tool, Vietnam has set the goal of improving the global innovation index (GII) ranking from the current position of 44 to the top 40 by 2030 and the top 30 by 2045.
The Prime Minister said that the Politburo has issued Resolution 57 on breakthroughs in science and technology development, innovation, and digital transformation; Vietnam focuses on investing in synchronous and modern infrastructure, training high-quality human resources, improving governance efficiency, and strengthening international cooperation in science and technology, innovation, and intellectual property.
The Prime Minister suggested that WIPO step up consultation, support and cooperation to help Vietnam improve its capacity in this field. In particular, the two sides should establish mechanisms to continue deepening, tightening and becoming more effective cooperation, making it a model of cooperation.

The Prime Minister asked WIPO to support Vietnam in improving the efficiency of investment in science and technology; promoting the commercialization of research and development (R&D) results; forming and developing industrial - service - urban - high-tech zones; developing cultural and entertainment industries to promote cultural and historical traditions, the creative potential of young people and meet people's enjoyment needs; creating motivation, inspiration, raising awareness among people and young people about the role of science and technology, innovation, intellectual property; responding to climate change...
Thanking Prime Minister Pham Minh Chinh for receiving the delegation, WIPO Director General Daren Tang congratulated Vietnam on successfully organizing activities to celebrate the 80th anniversary of National Day; affirming that Vietnam has become a close partner of WIPO.
General Director Daren Tang highly appreciated Vietnam's approach and strong political commitment to science and technology development and innovation, especially the Politburo's issuance of Resolution 57 with sustainable development goals and the view that science and technology and innovation are the main driving forces for development.
He said that despite decades of war, siege, and embargo, according to the WIPO Global Innovation Index (GII) 2025 report, Vietnam is one of the fastest-growing countries in the world, moving from 53rd in 2023 to 44th in 2025 among 139 countries and global economies; among lower-middle-income economies, Vietnam ranks 2nd out of 37.
Believing that innovation activities in Vietnam are not only concentrated in Hanoi and Ho Chi Minh City but also in other localities, with many outstanding businesses in start-ups and innovation, the WIPO Director General affirmed that compared to other countries with the same level of socio-economic development and emerging economies, Vietnam is a model of innovation efforts, science and technology development, and improving people's qualifications.
Agreeing with Prime Minister Pham Minh Chinh's opinion, Director General Daren Tang said that WIPO is committed to continuing to closely cooperate and strongly implement support activities for Vietnam as suggested by the Prime Minister. WIPO hopes and believes that Vietnam will continue to be a model of innovation for emerging economies for WIPO to share with countries around the world./.
