President Putin proposes Russia's new nuclear deterrence doctrine

In the updated version of the document, "any act of aggression against Russia by a non-nuclear state with the participation or support of a nuclear state will be considered a joint attack on the Russian Federation," Mr. Putin said during a meeting of Russia's top security committee on nuclear deterrence.

Russian officials have repeatedly warned Western countries of the possibility of nuclear war in the event of a direct confrontation.

Ukraine has asked its Western allies for permission to use long-range weapons to strike targets deep inside Russia. Ukrainian forces have also held parts of Russia's Kursk border region since the August offensive.

Mr Putin also said that Russia had the right to use nuclear weapons in response to an attack on Belarus. Russia and Belarus have been a union state since 1999. "All these issues have been agreed with the Belarusian side, with the President of Belarus. Including if the enemy, with conventional weapons, poses a serious threat to our sovereignty ," he said.

He also stressed that Russia would consider the possibility of using nuclear weapons once it had reliable information about a mass attack by space and air attack weapons crossing Russia's national borders. This included "strategic and tactical aircraft, cruise missiles, drones, hypersonic weapons and other types of weapons".

He also added that the conditions for Russia to switch to using nuclear weapons have been clearly defined, pointing out that the current military and political situation is changing rapidly and Russia needs to take this into account.

President Putin also said Russia has always had a "very responsible" approach to nuclear issues, stressing Moscow's goal is to strengthen "global stability" and prevent "the spread of nuclear weapons and their components".
