The above information was stated by the Ho Chi Minh City People's Committee in a report sent to the Government on the activities of AISVN International School.

Strictly manage the exit of the school board of AISVN International School

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has just reported on the activities of the American International School Vietnam Primary, Secondary and High School (AISVN International School) to the Prime Minister .

Regarding directions and solutions, the Ho Chi Minh City People's Committee continues to direct the Ho Chi Minh City Police to coordinate with localities to grasp the social situation to have appropriate handling plans; strictly manage issues related to the entry and exit of personnel who are investors and the school board of AISVN International School until the matter is completely resolved.

Currently, the authorities are implementing measures to ban Ms. Nguyen Thi Ut Em, chairwoman of the board of AISVN International School, from leaving the country due to personal income tax debt.

In addition, relevant departments, branches and People's Committees of districts, towns and Thu Duc City support the education and training sector to stabilize public opinion, closely manage the activities of AIS American International Education Joint Stock Company; and coordinate to monitor the school's operations.

At the same time, speed up the working progress with Ms. Nguyen Thi Ut Em, to completely resolve issues related to investment and organization of educational activities of the school...

The Department of Finance, the Department of Planning and Investment, the Department of Home Affairs, and the Department of Labor, War Invalids and Social Affairs study and propose plans and solutions for salary payments to teachers and employees (including Vietnamese and foreign teachers and employees) working at the school, in order to stabilize the school's operations until the end of the 2023-2024 school year;

Departments and branches must have solutions to require investors and school boards to quickly implement issues related to the rights of teachers and workers.

Suspending enrollment for the next school year at AISVN International School

The Ho Chi Minh City People's Committee directed the Department of Education and Training to implement solutions to ensure students' learning rights; not to interrupt students' learning... Suspend enrollment for the 2024-2025 school year for AISVN International School until the investor has resolved financial and personnel issues and stabilized educational activities.

The city could suspend operations if the school fails to address these issues.

In addition, the Ho Chi Minh City People's Committee also said that according to the opinion of the Ho Chi Minh City Police, the contract signed between the school and parents is a civil contract, without binding responsibilities between the parties, so there is no basis for the investigation agency to investigate the case.

Some investors have worked with Ms. Nguyen Thi Ut Em to propose financial support for the school to continue operating until the end of the 2023-2024 school year. However, the investors want to receive benefits in return in proportion to the company's shares and have the right to manage the school's financial activities.

AISVN International School does not own land use rights, causing difficulties in debt settlement.

According to the assessment of parents and professional agencies, AISVN International School has a good training model and program, meeting the learning needs according to the International Baccalaureate (IB) standards of students in the city and provinces in the region.

The legal entity that owns this school is American International Education Joint Stock Company, which was separated from Tri Thuc Resource Management Joint Stock Company. AISVN International School is being built on the land owned by Tri Thuc Company.

Regarding this content, the Department of Planning and Investment reported that the investor's business separation process was not in accordance with regulations; the investment project had more objectives added than the granted investment certificate, but the investor did not carry out the procedure to adjust the investment certificate.

The Department of Planning and Investment has sent a document requesting investors to report to determine violations in order to advise on handling according to regulations.

Regarding the land plot for the construction of AISVN International School currently under the use of Tri Thuc Company, the Department of Education and Training and related departments and branches are developing a feasible plan to request the transfer of land use rights to American International Education Joint Stock Company.

The fact that the legal entity owning AISVN International School does not own land use rights makes it difficult to call on investors to restructure and handle debt.
