The Department stipulates that schools will only organize final tests and assessments in a centralized form and with common questions.

Particularly for subjects and educational activities with a teaching process different from the general process, the progress of mid-term and final assessment is built by the school to ensure it is consistent with the teaching process of the subject and educational activities specified in the program, while ensuring the completion time according to the time frame and school year plan of the Ho Chi Minh City People's Committee.
The Department of Education and Training also stipulates that based on the school's and professional team's testing and assessment plans, teachers develop specific testing and assessment plans for each class and grade level they are in charge of.
Publicly inform students of the number of times, scores, forms of regular and periodic tests and assessments; the method of selecting test and assessment results for regular tests and assessments conducted many times before organizing the tests and assessments. Assessment by comments combined with assessment by scores for the remaining subjects in the general education program; learning outcomes by subject are assessed by scores on a 10-point scale. If another scale is used, it must be converted to a 10-point scale.
The Department also requires schools to effectively implement testing and assessment methods and forms: Develop testing and assessment plans in accordance with teaching plans; do not test or assess beyond the required level or level of the general education program; do not test or assess simplified content according to the guidance of the Ministry of Education and Training.
Effectively implement forms and methods of assessment, regular assessment and periodic assessment. Encourage schools to build question banks and test banks. For subjects and educational activities assessed by comments, encourage periodic testing and assessment through practice exercises and learning projects appropriate to the characteristics of the subject and educational activities.
Conduct online testing and assessment when ensuring sufficient conditions according to Circular No. 09/2021 of the Ministry of Education and Training to ensure quality, accuracy, efficiency, fairness, objectivity, honesty; and correctly assess students' abilities.
