On September 4, the Department of Education and Training of Ho Chi Minh City and the Social Insurance of Ho Chi Minh City issued inter-departmental guidance No. 1332 on health insurance collection for students in the 2025-2026 school year at schools in Ho Chi Minh City.
According to this instruction, students studying at educational institutions in the national education system in Ho Chi Minh City are all eligible to participate in health insurance, except in cases where they have participated in other groups according to the provisions of the Health Insurance Law, or are international students who are not granted scholarships from the state budget.
Notably, students who have participated in family health insurance will have to switch to the student health insurance group at the educational institution. This conversion is to ensure that they are allocated funds for primary health care at school, while also facilitating the management and monitoring of the participation process.
The contribution and support level is 50% from the budget from July 1, 2025, the reference level is determined at 2,340,000 VND. The health insurance contribution level for students is calculated at 4.5% of the reference level, in which the state budget supports 50%.
Specifically, the contribution levels are as follows:
3 months : 315,900 VND (students pay 157,950 VND, budget supports 157,950 VND).
6 months : 631,800 VND (students pay 315,900 VND, budget supports 315,900 VND).
12 months : 1,263,600 VND (students pay 631,800 VND, budget supports 631,800 VND).
In case the State adjusts the reference level or contribution rate, neither students nor the budget will have to pay additional fees or be refunded the difference that has arisen for the remaining period.
Students participate in health insurance and pay at the educational institution where they participate from the beginning of the school year or course.
Students can pay for 3 months, 6 months or 12 months (12 months is recommended to ensure continuous benefits).
If the health insurance card is still valid, students can renew it 10 days before the card expires.
The educational institution is responsible for urging, making a list, collecting money and submitting it with documents to the Social Security agency. Upon receiving, the Social Security agency will promptly record the participation process to ensure the rights of students.
Some special cases should also be noted when participating in health insurance.
Students whose health insurance cards expire in 2025 or have never participated before will only pay for the remaining months until December 31, 2025 (fiscal year). After that, they will continue to participate for the whole year 2026.
Students from near-poor households must participate in local health insurance (70% budget support). If they have not participated in local health insurance, they can participate as students at school. When they are issued a new group card, they will be refunded according to regulations.
Students with health insurance cards from other groups (relatives of police, military, and key personnel; poor and near-poor households...) whose cards expire and they do not continue to participate in the old group will be immediately allowed to join the student group at the school.
