In addition to tuition fees, for the 2024-2025 school year, the Ho Chi Minh City People's Council passed Resolution 13 regulating revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities of public educational institutions. In particular, the People's Council has stipulated 9 service revenues that public schools are allowed to collect, such as: air conditioning services, caretakers, breakfast services, etc. As for other revenues serving educational activities in schools, the City People's Council requested the Department of Education and Training to coordinate with the Department of Finance for guidance.

Implementing the direction of the People's Council and based on comments from the Department of Finance, on August 26, the Department of Education and Training of Ho Chi Minh City guided schools to implement a list of 17 collections including collections in 3 contents such as: collections for organizing other educational activities; collections for organizing educational activities implemented according to projects; collections for individual students (money for purchasing equipment and supplies for boarding students; money for purchasing student uniforms; money for boarding lunches ...).

The Department of Education and Training instructs schools to develop a budget for all the above-mentioned revenues. For individual student revenues, schools must negotiate with parents on a price appropriate to the actual situation and the location of residence, while ensuring adequate nutrition for each level of education and food safety and hygiene. If there is an increase compared to the previous year, it must be explained, made public and transparent, and agreed upon by parents.

According to information from the Department of Education and Training of Ho Chi Minh City, starting from September, the Department of Education and Training will conduct 110 inspections and checks on management and revenue and expenditure at the beginning of the school year at the Department of Education and Training, kindergartens, primary schools, and secondary schools under the Department of Education and Training, and high schools and educational institutions under the Department of Education and Training.

Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the regulations on the list of services and fees are the basis for schools to implement to ensure publicity and transparency. The organization of fees in schools is unified, improving the effectiveness of management and supervision of management agencies. In addition, parents and society also have a basis to compare and participate in supervising the organization of educational activities of schools in terms of both content and costs, avoiding overcharging and causing public outrage.
